The protracted Syrian crisis continues to expose children, women, and other vulnerable populations to complex and overlapping protection risks — including violence, abuse, exploitation, neglect, early marriage, trafficking, and significant psychosocial distress. In this context, building strong, coherent, and sustainable protection systems is critical to ensuring that affected populations have access to timely, safe, and quality services.
Blumont is committed to supporting staff as they deliver comprehensive, integrated Case Management services via an existing system that combines child protection (CP), gender-based violence (GBV), and mental health and psychosocial support (MHPSS) into a single, survivor-centered, trauma-informed, and contextually appropriate service delivery model. The STTA will play a pivotal role in leading this support by providing technical expertise, capacity strengthening, and system development insights throughout the assignment, working closely with the Protection Program Manager and field teams to ensure ownership, relevance, and sustainability.
Duration and Duty Station
Duration: The support will occur in 2 phases. The initial phase is 2 months, full time, based in Northeast Syria and will focus on working side by side with social workers and counselors to support and advise on their day-to-day work. Alongside this on-the-job support, the consultant will also provide training in support of existing systems and do an informal assessment of staff capacity development needs. The second phase (2-3 months) will look to strengthen the case management systems, address capacity gaps within the team; and update any policies and procedures as deemed necessary by the Protection Program Manager and the Consultant in consultation with the relevant Program Directors.
Duty Station: Hasakeh, Northeast Syria with frequent travel to camps where Blumont works.
Reporting Line: Reports to Protection Program Manager.
Objectives of the Assignment The primary objective of this Short-Term Technical Assistance (STTA) is to strengthen Blumont’s protection programming in Syria by supporting the expansion of Blumont’s Case Management system.
Phase 1:
· Strengthen staff capacity through coaching, and on-the-job mentorship in case management, survivor-centered approaches, and MHPSS integration.
· Integrate MHPSS throughout the case management cycle, including building staff skills to identify psychosocial distress, conduct first-line support, and make safe and appropriate referrals.
Phase 2:
· Develop and roll out operational tools, SOPs, information-sharing protocols, and supportive supervision systems to ensure quality, accountability, and coordination across protection services.
· Support the expansion of Blumont’s existing Primero platform into a unified Protection IMS+ that serves the needs of the entire Blumont portfolio in Syria.
· Develop emotional support group (ESG) session curricula targeting boys who are both perpetrators and survivors of GBV, focusing on healing, accountability, empathy, and behavior change using creative methods (art, play, storytelling, and role-play).
Key Responsibilities The STTA will undertake the following core responsibilities to achieve the objectives of the assignment. All interventions must be child-friendly, trauma-informed, inclusive, and aligned with inter-agency standards.
Capacity Building, Mentorship, and Coaching
• Conduct training needs assessments and design structured training packages on case management, PFA, trauma-informed care, and facilitation of emotional support groups.
• Provide on-the-job mentorship, coaching, and reflective supervision to strengthen staff capacity in delivering child-friendly services.
• Build staff capacity to identify MHPSS needs, provide initial psychosocial support, and ensure safe, age-appropriate referrals.
• Enhance service provision for male survivors, ensuring inclusivity, confidentiality, and survivor-centered approaches within case management practice
Integration of MHPSS Counseling into Existing Programming
• Working with counseling team, review current practices and counseling interventions and identify and support programming adaptations that are within the technical capacity of our staff.
• Train staff to deliver ESGs safely and effectively using child-friendly approaches.
Protection IMS+ and Information Systems
• Support the contextualization of Blumont’s existing Primero platform into a unified Protection IMS+.
• Ensure the IMS+ captures integrated data on CP, GBV, and MHPSS while protecting child privacy and confidentiality.
• Train staff on ethical data management and child-sensitive information sharing.
System Design and Technical Leadership
• Adapt SOPs, tools, and workflows to fit local realities and ensure child-appropriate approaches.
• Ensure CP and GBV components are fully embedded and non-siloed, with strong integration of MHPSS and trauma-informed care. Identify gaps and provide guidance to program leadership on ways to improve.
Required Qualifications and Experience
• Bachelor’s degree and or diploma in Psychology, Social Work, Mental Health, Child Development, or related field.
• 7 years of progressive experience in child protection, GBV, or MHPSS case management programming within humanitarian contexts.
• Strong experience in developing integrated protection case management systems and tools.
• Proven expertise in trauma informed counseling, PSS facilitation, and developing child-friendly emotional support sessions.
• Experience designing curricula and group sessions for boys who are both survivors and perpetrators of GBV.
• Strong background in capacity building, mentorship, and supervision of case management teams.
• Experience working with and contextualizing Protection IMS/Primero systems.
• Demonstrated knowledge of inter-agency standards and IASC protection principles.
• Fluency in Arabic is required; Working proficiency in English preferred.
