The Human Development Fund (HDF) is seeking a highly skilled and detail-oriented Finance Technical Officer to manage accounting, payroll, and tax return processes. This role is crucial in ensuring financial compliance, accurate payroll administration, and timely tax reporting. The Finance Technical Officer will support financial operations by maintaining accurate records, overseeing payment processing, and ensuring adherence to statutory and regulatory financial requirements.Key Responsibilities:
  • Accounting & Financial Management
    • Maintain accurate financial records and ensure timely reconciliation of accounts.
    • Prepare financial statements, reports, and budgets in compliance with organizational policies and donor requirements.
    • Support financial audits by providing necessary documentation and reports.
  • Payroll Administration
    • Process payroll, ensuring accuracy in salaries, benefits, deductions, and statutory contributions.
    • Maintain and update payroll records, ensuring compliance with local labor laws and tax regulations.
    • Address payroll-related inquiries and resolve discrepancies in a timely manner.
  • Tax Compliance & Returns
    • Ensure timely and accurate filing of tax returns, including VAT, corporate tax, and employee-related taxes.
    • Monitor tax regulations and implement necessary updates to maintain compliance.
    • Liaise with tax authorities and external auditors as required.
  • Financial Reporting & Compliance
    • Prepare monthly, quarterly, and annual financial reports for internal and external stakeholders.
    • Ensure financial policies, procedures, and internal controls are adhered to.
    • Support grant and donor financial reporting, ensuring transparency and accuracy.

Qualifications and Experience:

  • Bachelor’s degree in Accounting, Finance, or a related field.
  • Certified Public Accountant (CPA) or equivalent professional certification is preferred.
  • Minimum of 3–5 years of experience in accounting, payroll management, and tax compliance.
  • At least 2 years of experience working with INGOs in a similar role.
  • Strong knowledge of financial regulations, payroll systems, and tax laws.
  • Experience with budget forecasting, grant management, and grant reporting.
  • Proficiency in accounting software and Microsoft Office Suite, particularly Excel.
  • Excellent analytical skills, attention to detail, and ability to meet deadlines.
