Reports to: Chief Executive OfficerJob SummaryThe Program Officer – Global Scholarship Fund is responsible for designing, implementing, and managing scholarship programs that support vulnerable populations, including individuals with special needs and marginalized groups. The role requires strong experience in scholarship management, program development, grants management, and stakeholder engagement. The successful candidate will have a background in program implementation within international non-governmental organizations (INGOs) and be skilled in writing concept notes, grant proposals, and fundraising initiatives.Key Responsibilities1. Scholarship Program Development & Implementation
  • Design, implement, and oversee scholarship programs that provide educational opportunities for underprivileged and special-needs individuals.
  • Develop and execute program work plans, ensuring alignment with HDF’s strategic objectives and donor requirements.
  • Monitor and evaluate program impact, ensuring continuous improvement based on data-driven insights.
  • Develop scholarship selection criteria and manage the application and award process.
2. Grants Management & Fundraising
  • Lead the development of grant proposals, concept notes, and donor reports to secure funding for scholarship programs.
  • Manage donor relationships, ensuring compliance with grant requirements and timely reporting.
  • Maintain accurate financial and programmatic records for all scholarship-related funding.
  • Identify new funding opportunities and develop partnerships to expand the Global Scholarship Fund.
3. Stakeholder Engagement & Partnerships
  • Collaborate with educational institutions, INGOs, government agencies, and private sector partners to enhance scholarship program impact.
  • Represent HDF in national and international forums focused on education, scholarships, and inclusivity.
  • Maintain strong relationships with beneficiaries, caregivers, educational institutions, and community leaders.
4. Advocacy & Awareness
  • Advocate for policies and initiatives that support educational access for marginalized communities.
  • Organize workshops, training, and awareness campaigns to promote scholarship opportunities.
  • Develop communication materials to highlight success stories and impact.
Key Performance Indicators (KPIs)
  • Effective Scholarship Implementation  - Successful award and management of scholarships with measurable impact.
  • Fundraising Success - Securing grants and funding to sustain and expand the program.
  • Stakeholder Engagement - Building strong partnerships with INGOs, donors, and educational institutions.
  • Compliance & Reporting - Timely submission of reports, ensuring adherence to donor requirements.
  • Advocacy Impact - Influence in shaping education policies and increasing awareness of scholarship opportunities.
Work Conditions
  • Full-time role, based in Nairobi, with occasional travel to project sites and partner institutions.
  • Flexibility to work beyond standard hours when necessary.
Qualifications & Experience
  • Bachelor’s degree in Education, Social Sciences, Development Studies, International Relations, or a related field. A Master’s degree is an added advantage.
  • 3-5 years of experience in scholarship management, program development, and grants management within an INGO setting.
  • Strong project management, budgeting, and coordination skills.
  • Proven experience in grant writing, fundraising, and proposal development.
  • Excellent communication, stakeholder engagement, and advocacy skills.
  • Knowledge of scholarship administration, donor compliance, and global education policies is highly desirable.
