The Monitoring and Evaluation (M&E) Officer will be responsible for designing, implementing, and managing M&E frameworks to ensure effective tracking of program performance and impact. The role involves data collection, analysis, reporting, and providing evidence-based recommendations to improve program effectiveness. The M&E Officer will work closely with program teams to ensure compliance with donor requirements and organizational goals.Key Responsibilities:Monitoring and Evaluation Framework
- Develop and implement M&E frameworks, systems, and tools to track project performance and impact.
- Establish clear indicators and methodologies for measuring progress toward project objectives.
- Support data quality assurance processes and ensure consistency in data collection methods.
Data Collection and Analysis
- Lead the design and execution of baseline, midline, and endline surveys.
- Collect, analyze, and interpret quantitative and qualitative data to assess program impact.
- Maintain a robust database for storing and managing M&E data.
- Generate periodic reports with key insights and recommendations.
Reporting and Compliance
- Prepare high-quality M&E reports for internal and external stakeholders, including donors.
- Ensure all M&E activities comply with donor requirements and organizational policies.
- Support proposal development by providing M&E inputs, including logical frameworks and performance indicators.
Capacity Building and Learning
- Train program staff on M&E concepts, tools, and best practices.
- Promote a culture of data-driven decision-making within the organization.
- Identify and document best practices and lessons learned for program improvement.
Collaboration and Stakeholder Engagement
- Work closely with program teams to integrate M&E into project planning and implementation.
- Liaise with government agencies, partners, and donors to align M&E efforts with national and global standards.
- Represent HDF in M&E forums, workshops, and networks.
- Bachelor’s degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, or a related field. A Master’s degree is an advantage.
- At least 3-5 years of experience in M&E, research, or program evaluation, preferably in the nonprofit or development sector.
- Proficiency in data analysis tools such as SPSS, STATA, Power BI, or Excel.
- Strong understanding of M&E methodologies, including qualitative and quantitative research techniques.
- Experience in designing logical frameworks, indicators, and impact assessment tools.
- Excellent report writing, communication, and presentation skills.
- Ability to work both independently and as part of a team in a dynamic environment.
