  1. Background:

Burden of Childcare Reduced and Addressed for Women in Jordan (BUCRA - meaning Tomorrow in Arabic) is a 5-year initiative (2024-2029) funded by Global Affairs Canada and designed to enhance the economic empowerment of women in Jordan. BUCRA takes a systems approach that engages and supports local stakeholders from government, training bodies, the private sector and communities to drive gender-transformative change that addresses the most pressing childcare issues preventing women from participating in the workforce in Jordan. BUCRA targets over 8,600 women in 7 regions. The approach of equipping key stakeholders to address systemic barriers will enable the impacts to be experienced by women throughout Jordan over the long term.

  1. Objective:

WUSC and VTC, in collaboration with a local non-governmental organization or a training company, will facilitate two workshops in 2 locations (Irbid and Madaba) to strengthen the capacity of VTC ECCD graduates and staff in designing and implementing community-led initiatives. The selected bidder will also support two initiatives led by ECCD graduates, focusing on social responsibility, women economic empowerment, entrepreneurship, environmental sustainability, and inclusion of PWD

The qualified local non-governmental organization or a training company will be responsible for:

  • Design and deliver two capacity-strengthening workshops for VTC ECCD graduates and staff.
  • Provide mentorship and technical support for the implementation of two community-led initiatives led by ECCD graduates. (Full implementation)
  1. Scope of Work

The selected Bidder will be responsible for:

3.1 Workshop Design and Delivery

  • Develop training materials and agendas focused on:
    • Community mobilization and leadership.
    • Designing, budgeting and implementing community-led initiatives.
    • Principles of social responsibility, women economic empowerment, entrepreneurship, environmental sustainability, and inclusion of PWD.
  • Deliver two workshops in 2 locations (Madaba and Irbid) (each 3–4 days) in coordination with WUSC and VTC for around 50-60 of ECCD graduates and VTC staff.
  • The trainer is responsible for providing the Venue. (selected venue must be approved by WUSC)

3.2 Support for Community-Led Initiatives

  • Provide ongoing mentoring and technical support to two selected initiatives led by ECCD graduates.

  • Support initiative leaders in planning, budgeting, implementation, and reporting.

  • Ensure that each initiative incorporates elements of inclusion, sustainability, and social impact.

  • Monitor progress and document lessons learned and success stories.

    3.3 Coordination and Reporting

  • Coordinate closely with VTC and WUSC project staff for planning and implementation.

  • Submit an inception report, progress updates, and a final completion report including outcomes, participant feedback, and recommendations.

4. Deliverables

  • A comprehensive project proposal for community-led initiatives with detailed work plan and training methodology.
  • Two Training Workshops delivered as per agreed schedule.
  • Mentorship Support provided to two community-led initiatives.
  • Using WUSC tools for Monitoring and evaluation of project activities and outcomes
  • Final Report including documentation of the process, outcomes, and recommendations.
  • Document initiatives, and create social media content throughout the period of implementation in collaboration with VTC and the selected initiative leaders.

5. Duration and Timeline

The assignment is expected to last till March, starting upon signing the agreement.

6. Qualifications of the non-governmental organization or a training company

  • Legally registered local NGO or training company with a proven work record in Jordan
  • Proven experience in capacity building, inclusive programming, and community mobilization.
  • Demonstrated understanding of social responsibility, women economic empowerment, entrepreneurship, environmental sustainability, and inclusion of PWD
  • Skilled trainers and facilitators with relevant expertise.
  • Experience in monitoring and reporting on community initiatives.

7. Application Requirements

Interested NGOs or registered training companies should submit:

  • A technical proposal outlining their approach, methodology, and work plan.
  • Profiles of proposed trainers/facilitators.
  • A financial proposal in Jordanian Dinars, inclusive of all costs.
  • A summary of relevant past experience.

9. Price and payment

  • 30% payment will be made upon signing after receiving the appropriate invoice
  • 30% after delivering the 2 trainings
  • 40% payment will be made after submitting the final report.

Note: All payments will be subject to service tax deduction as per ISTD regulations in Jordan.

Note: All financial proposals must be tax-inclusive (No tax exemption)

10. Legal responsibility

  1. All produced materials under this TOR are the property of WUSC and cannot be distributed or to be used by any agencies.
