Outsourced Staff Recruitment and Management
The selected firm will be responsible for end-to-end recruitment and management of competent staff for various short-term roles, including:
Managing the full recruitment cycle—from advertising, shortlisting, interviewing, to onboarding.
Overseeing employee relations, performance management, and disciplinary processes.
Ensuring effective cost management of contracts.
Providing proactive contract support and continuous value addition.
Outsourced Staff Payroll Management
The successful firm will also manage payroll operations for outsourced staff, including:
Timely processing and payment of staff salaries.
Remittance of all statutory deductions (PAYE, SHIF, NSSF, HELB, NITA) in compliance with applicable labor laws.
Providing necessary reports and support to ensure the client's compliance with employment and tax regulations.
Requirements
Interested firms must demonstrate the following:
Availability of qualified Human Resource professionals within their team.
Proven experience and track record in staff outsourcing and payroll management. Experience working with development organizations will be an added advantage.
Flexible contracting and engagement options to meet varying project needs.
Partnership/affiliation with other Human Resource/Outsourcing firms in the countries where APHRC has operations will also be an added advantage.
Submission Details
Interested service providers are invited to submit their proposals including:
Company profile and relevant experience.
CVs of key personnel.
Proposed methodology and service approach.
Financial proposal including administrative costs.
List of three referees and relevant clients.
Draft service level agreement.
