The Senior Technical Officer (STO) will support family planning, maternal, newborn, child and adolescent health activities for the USAID Momentum Country and Global Leadership (MCGL) project. S/he will be responsible for providing technical oversight to counties in implementation of integrated reproductive, maternal, newborn, child, adolescent health, primary healthcare, nutrition services, menstrual health and hygiene management, genderbased violence, support supervision and mentorship in line with national guidelines. The STO will provide technical guidance to strengthen quality of care of RMNCAH/FP, Nutrition, and WASH in accordance with Kenya Quality Model for Health (KQMH) at facility, sub-county and county levels. S/he will support the team in strengthening integration of the project activities in supported.

 

S/he will coordinate with other technical staff to support MOH and facilitate coordination among sub awardees to ensure high quality technical support across all thematic areas of project implementation. Working with the team, the STO will support the counties to institutionalize sustainability mechanisms. S/he will be responsible for coordinating the administrative and programmatic functions of the satellite offices within the counties.

Responsibilities

  • Support the implementation of activities within the FP/RMNCAH, nutrition and menstrual hygiene management technical areas
  • Support capacity building of project staff in FP/RMNCAH knowledge and skills
  • Collaborate with the MOH Division of Reproductive, Maternal, Newborn, Child and Adolescent Health (DRMNCAH), the Section of Neonatal and Child Health (DNCH), the Section of Adolescent and Health (DAH), and the Department of Environmental Health and other relevant divisions or departments to develop and review policies, tools and strategies to improve access to family planning, maternal, newborn, and adolescent health, nutrition and menstrual hygiene interventions
  • Support review and analysis of data for performance monitoring of FP/RMNCAH, nutrition and menstrual hygiene management and utilize the data to take corrective actions
  • Provide guidance to partner coordination at County level to maximize on interproject synergies
  • Represent the project in national and county technical committees including TWGs, committees of experts, and stakeholders’ meetings related to the areas of programming
  • Support project staff to facilitate successful implementation of project activities, including work planning, budgeting and reconciliation of finances towards effective and cost-efficient implementation of activities
  • In collaboration with project staff, prepare and track the progress of program and activity budgets
  • Support preparation of quarterly and annual technical reports for the project
  • Work with consultants to facilitate delivery of quality products in line with contracted tasks
  • Provide technical support to USAID MCGL sub awardees to facilitate attainment of project objectives
  • Perform other duties as may be allocated by the supervisor

Required Qualifications

  • First degree in Social Sciences, Nursing, Community Development, Public Health or related field with a minimum of 5 years relevant working experience
  • Experience working in Government or Donor funded programs (experience with USG-funded programs is an added advantage)
  • Experience in RH-FP, MNCAH, Nutrition and WASH programming
  • Familiarity with the National RMNCAH policies, strategies, guidelines and standards
  • Knowledge: (functional or technical, i.e. federal legislation, finance, program planning, public healthcare standards, proposal writing, human resources practices, etc.)
  • Excellent oral communication, presentation and writing skills
  • Experience in public speaking and professional presentations
  • Strong programming, management and technical skills
  • Excellent report writing skills
  • Strong proficiency in the MS Office Suite

Performance Measures: (SMART: Simple, Measurable, Achievable, Results-oriented, Timebound). An annual work plan with specific SMART performance measures will be developed
