Qualifications and experience required:
A relevant three-year tertiary qualification, preferably a National Diploma or B.Com. with Financial Accounting as a major subject.
Computer literacy - MS Office applications.
Two to five years relevant experience.
The incumbent must have working knowledge and experience of applicable local government legislation (e.g. MFMA, Local Government: Municipal Systems Act and other related legislation, municipal policies, National Treasury instructions/regulations/circulars including Municipal Standard Chart of Accounts/mSCOA Regulations, Finance Procedures, GRAP (Asset related standards) and/or Circulars relating to the area of responsibility.
Key attributes and competencies:
Excellent oral and written communication skills in English and at least one other official local language.
Interpersonal, problem-solving, analytical skills and attention to detail.
The incumbent must be able to work under pressure and manage conflicting deadlines. Able to interact and work with various municipal Directorates and/or political offices as and when allocated to them.
Accounting and financial management.
Budgeting and budget monitoring.
Asset accounting and fixed asset management.
Compliance and standard application, data consolidation and interpretation.
Analysis and reporting.
Job purpose:
Processing and analysing financial information in terms of budget provisions, by attending to the verification, reporting, processing, and reconciliation of financial accounts, adhering to processing sequence, record-keeping and data reporting processes to facilitate the preparation of budgets and financial statements.
As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, medical examination, security vetting and psychometric assessment.
