Responsibilities


Work with relevant productive and development sectors towards the effective mainstreaming of climate adaptation metrics, agreed indicators and targets performance frameworks.
Facilitate the mainstreaming of outcome-level performance indicators developed above into sectoral monitoring frameworks and the performance framework used by MINECOFIN, by proposing revisions and/or additions to existing outcome-level indicators so that the assessment of efficiency and effectiveness of climate expenditures is facilitated.


Project technical advice


Undertake technical review and provide quality assurance of project outputs (e.g., technical reports, studies and assessments).
Support in the preparation of the annual Project Implementation Reports (PIRs) and Half-Yearly Progress Reports (HYPRs).
Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
Provide overall technical backstopping support for the project.
Provide advice on best suitable approaches and methodologies for the timely achievement of project targets and objectives.
Support knowledge management, communications and awareness raising activities, and documentation of lessons from project implementation.
Assist the PM in planning the implementation of project activities, and in adjusting the project Results Framework, Work Plan and Budget as required and in line with corporate requirements.
Assist in strengthening the technical quality of project M&E systems (including AWPs, indicators and targets).
Where requested, advise the PM in liaison work with project partners, donor organizations, NGOs and other groups to ensure the effective coordination of project activities.
Support the generation of reports to the Project Steering Committee (PSC) and provide professional inputs to management reports, including relevant sections of the annual PIR reports to the donor.
Provide advice to the Project Steering Committee and the UNEP Task Manager, as needed. The consultant will report to the CCAU Chief of Unit


Qualifications/special skills


At least a Master's degree in climate change; environmental science, planning or management; disaster risk management; natural resources management; knowledge management; or project management is required.
A first level university degree (bachelor or equivalent) with two (2) additional years of professional experience will be accepted in lieu of a Master's degree A minimum of two (2) years' experience in a senior technical position for planning and management of climate change; environmental; and/or natural resources management programs in developing countries is required.
Solid technical knowledge of climate change adaptation planning; monitoring and evaluation;
knowledge management; ecosystem-based adaptation approaches; and climate risk management is required.
Previous similar experience in provision of technical support to complex internationally funded multilateral projects is required.
Experience of GEF and/or GCF projects is desirable Previous work experience in providing technical support to governments in Rwanda or East Africa is desirable.
