Duties and responsibilities at this level will entail: Implementing the Human Resource Plan; Overseeing the Identification, design and implemention of training programmes based on identified needs; Guiding the development and updating of the human resource database; Developing and reviewing Human Resource instruments; Coordinating the implementation of recommendations from internal and external audits; Supervising the preparation of training projections and plans; Coordinating the administration of the payroll system; Ensuring the preparation and compiling of staff deductions; Undertaking disciplinary processes; Organizing for team building activities; Developing a plan for the annual performance target setting for review by management; Coordinating staff welfare; Overseeing the processing of staff travel clearance; Providing secretarial services to the Human Resource Management Committee; Preparing and submitting statutory deductions; Updating and mitigating the Human Resource risk register; Filing statutory returns for compliance with the relevant applicable laws; Payroll management; and Administering employee benefits and compensation.

For appointment to this grade, an officer must have:


Cumulative service period of twelve (12) years' relevant work experience, three (3) years of which should have been in the grade of Principal Human Resource Management Officer or in a comparable position;
Bachelor's degree in Human Resource Management or equivalent qualification from a recognised institution;


OR


Bachelor's degree in any of the following fields; Public Administration, Sociology, Business Administration or its equivalent qualification from a recognised and accredited institution plus Higher Diploma in Human Resource Management or Certified Human Resource Practitioner (CHRP) Course from a recognised and accredited institution;
Master's degree in any of the following disciplines: - Human Resource Management Human Resource Development, Human Resource Planning, Business Administration, Public Administration, or equivalent qualification from a recognised and accredited institution;
Certified Human Resource Practitioner (CHRP) Course or its equivalent from a recognised and accredited institution;
Membership of the Institute of Human Resource Management (IHRM) or relevant professional body and in good standing;
A valid practicing licence from relevant professional body where applicable;
Certificate in Leadership course lasting not less than four (4) weeks from a recognised institution;
Be registered with the Institute of Human Resource Management (IHRM);
Proficiency in computer applications; and
Demonstrated managerial, administrative, and professional competence in work performance and results.
