About This Role


Under the general guidance and direction of the Senior Field Coordinator; the Monitoring and Evaluation (M&E) Assistant will work as part of the NMP team to support day-to-day implementation of the MEL system including data collection, collation, entry, analysis and use for decision-making.
The Monitoring and Evaluation Assistant will conduct quality assurance activities of field-based program implementation, accountability and learning process. In addition, he/she will support in ensuring timely delivery of project activities and achievement of set targets, budget management, milestones, and reporting. In the event of a major humanitarian emergency, within the areas of the operation, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
He/she also supports country office and global program strategic initiatives when needed.
S/he will be responsible for the utilization of the management information system (CAMEL) to inform program improvement and decision making. CAMEL is a suite of data collection and management applications including DHIS2, CommCare and a cloud-based data warehouse


Duties/Responsibilities
Primary Responsibilities
Results Based Management


Monitor and report the status and progress of Annual Operation Plan and Results Framework based on the set performance indicators as well as budget expenditures
Conduct process and outcome monitoring to assess quality of activity implementation, routine data quality audits and document field visit reports and action trackers.
Support external evaluators and project team in designing and conducting baseline, midterm, endline evaluations and any other specialized studies
Ensure implementation of NMPs evaluation and review lessons learned and recommendations.
Coordinate various evaluations, assessments and reviews including assistance on the recruitment of Research assistants, data collection, analysis and reporting among others.


Capacity Building and Support


Support in the assessment of the NMP staff and volunteers' capacity in various aspects of monitoring evaluation and learning.
Provide training, mentoring and coaching to NMP staff and volunteers on MEL processes and activities.


Accountability


Prepare an information-sharing plan in consultation with other response team members.
Determine, in consultation and participation with the community, the most appropriate channels for feedback and complaints.
Create awareness amongst communities and other stakeholders about CFMs
Receive feedback and complaints from community members, either directly or as forwarded to the AFP by front-line field staff.
Track and record all feedback and complaints in a database
Ensure appropriate referral and follow-up depending on the nature of feedback or complaint issued.
Participate in program monitoring, evaluation, and review exercises, with focus on ensuring participant feedback is captured and incorporated. This will also include monitoring the functionality of existing CFMs


Management Information system


Support in the ensuring the CAMEL management information system is up to date and used in running in all reporting requirements for the program.
Ensure all users of the systems are supported to input data, visualize and report effectively.
Troubleshoot for all systems users and report any issues to the Cluster CAMEL Officer.
Facilitate capacity building sessions for new users and refresher training for other existing system users of the Management information System (MIS).
Navigate the MIS to check on encoded data, generate MIS reports, provide feedback to users, and share with relevant persons for utilization.


Knowledge Management and Learning


Provide support in the preparation of internal program reports i.e. Quarterly Progress Report, Monthly Monitoring Report, and Annual Operational Plan and Budget, evaluation and impact assessment reports.
Provide timely feedback to implementation teams from the MEL system findings to enhance effectiveness of program/project implementation and steps needed to achieve desired outcomes.
Participate in annual project reviews and planning workshops and assist the Senior Field Coordinator in preparing relevant reports.
Work with project staff to promote learning culture and ensure learning is shared across field site offices and other implementing partners.
Support the documentation of NMP program best practices and lessons learnt through various learning products such as Case studies, Human Interest stories and Success stories.
Take an active role in ensuring that staff are compliant in uploading data and reports into SharePoint repository.
Any other duties may be assigned from time to time by the supervisor


Required Experience and Education


A Bachelor's degree in Monitoring & Evaluation, Knowledge Management or Information Sciences, Community Development, Project management and Statistics, or closely related fields.
A minimum of 2-4 years of direct, "hands-on" working experience in building and operating monitoring and evaluation of projects/programs within the development and humanitarian sector.

Data visualization: Experience in developing dashboards and visual reports using Advanced Excel and Power BI.
