Requirements :
Grade 12 with Basic R425 qualification (i.e. Diploma/degree in nursing) or equivalent qualification that allows registration with the SANC as a Professional Nurse. Registration with the SANC as Professional Nurse.
A post-basic Nursing qualification in advance Psychiatric Nursing, with a duration of at least 1 year, accredited with the SANC.
A minimum of 10 years appropriate/recognisable experience in nursing after registration as Professional Nurse with the SANC in General Nurse.
At least 6 years of the period referred to above must be appropriate/recognisable experience in the specific speciality ( Advanced Psychiatry) after obtaining 1 year post basic qualification.
At least 3 years of the period referred to above must be appropriate recognisable experience at management level (Operational manager / Clinical Programme Coordinator Nursing ).
Qualification in Nursing management or administration will be an added advantage and must be registered with the SANC. Must have valid driver's licence. Computer literacy is essential.
Functional Competencies: Demonstrate an in depth understanding of nursing legislation and related legal and ethical nursing practises and how this impacts on service delivery. Ensure clinical nursing practice by the mental health nursing team in accordance with the scope of practice and nursing standards as determined by the relevant health facility. Promote quality of nursing care as directed by the professional scope of practice and standards as determined by the relevant health facility. Demonstrate a basic understanding of HR and financial policies and practices.
Generic Competencies. Demonstrate effective communication with patients, supervisors, other health professionals and junior colleagues, including more complex report writing when required. Work as part of a multidisciplinary team at all levels to ensure good nursing care by the nursing team. Able to manage own work, time and that of junior colleagues to ensure proper nursing service in mental health discipline.
Display a concern for patients, promoting, advocating and facilitating proper treatment and care and ensuring that the mental health programme adheres to the principles of Batho Pele. Able to develop contacts, build and maintain a network of professional relations to enhance service delivery.
Duties :
Implementing provincial and national mental health policies within your designated areas to ensure a "deconstructed pyramid" of care that prioritizes community-based services. Ensuring functional and effective collaboration with Mental Health Review Boards to protect the rights of Mental Health Care Users (MHCUs). Strengthening leadership and management capacity by ensuring that nursing KPIs are patient-cantered and evidence-based.
Leading the NGO Governance Compliance Team (NGCT) to monitor, support, and inspect residential and day-care facilities in accordance with licensing policy guidelines. Ensuring that all NGOs operate in line with Service Level Agreements (SLAs) and provide adequate community-based rehabilitation programs.
Facilitating the integration of mental health care into Primary Health Care (PHC) facilities through a "task-sharing" model with Primary Health Care Teams. Overseeing the Clinical Community Psychiatric Services (CCPT) to address the broad range of population mental health needs and prevent relapse/readmission after hospital discharge.
Ensuring the provision of mental health promotion, prevention interventions, and capacity development for caregivers and community health workers. Conducting regular audits of clinical records and submitting quarterly reports to the Mental Health Directorate regarding service implementation and compliance with the Mental Health Care Act. Integrating mental health indicators into the routine district information systems to monitor and evaluate care outcomes.
Managing patient safety incidents and resolving complaints in line with regulated norms and standards. Engaging with non-health sectors (Education, Social Development, Justice, SAPS) and advocacy groups to ensure an inter-sectoral approach to mental health and recovery.
Establishing constructive working relationships with local communities and family associations to promote mental wellbeing. Participate in the analysis, formulation and implementation of nursing guidelines, practices, standards and procedures. Manage human resources, monitor and ensure proper utilization of financial and resources. Maintain professional growth/ethical standards and development of self and subordinates. Any other duties allocated to the position by DSMHT.
