  1. Background

Under the Global Partnership for Education (GPE) Education Sector Program Implementation Grant (ESPIG), UNESCO has secured funding to implement activities towards the attainment of the undermentioned three (3) outcome areas.

  • Outcome 1: Ensuring safe and equitable access to learning for children and youth in Myanmar;
  • Outcome 2: Ensuring quality teaching and learning for children and youth in Myanmar by strengthening the capacities of education staff and fostering context-responsive, equity-focused learning resources and modalities adapted to the evolving situation; and
  • Outcome3: Ensuring systems strengthening, management, coordination, and monitoring.

Under Outcome 3, UNESCO developed a simple school data collection and support system known as ClassMap, designed to strengthen school-level data collection, enhance planning processes, and build digital literacy skills. To date, 100 community learning spaces have benefited from the use of ClassMap, implemented in collaboration with partners who supported training and rollout.

To expand the use of the ClassMap application, the UNESCO Antenna Office in Yangon is seeking to engage a qualified firm/organization to roll out the application to an additional twenty-seven(27) schools in Yangon, Bago, Ayeryawady and Shan. The selected firm will conduct rapid assessments to identify training and capacity needs and subsequently train at least three (3) administrators or teachers from each school using hybrid (in-person and online) training approaches. Importantly, each school participating in this project who have successfully submitted a school plan and budget through Class Map will be eligible to receive a grant of up to 15,000,000 MMK to support implementation.

In addition, to support the continued development and user-friendliness of ClassMap, the firm will engage an EMIS Specialist as part of its team to review both the mobile and web versions of the application and provide recommendations for improvement to enhance functionality and usability for end users.

  1. Work Assignment

Under the overall authority of the Regional Director of UNESCO Regional Office in Bangkok (hereinafter called UNESCO), the direct supervision of the Head of UNESCO Antenna Office in Yangon and in close collaboration with the Project Officer, the contractor will conduct rapid assessments, rollout Class Map, deliver hybrid training and provide a comprehensive assessment of the strengths of Class Map and areas where it can be improved. Specifically, the Contractor shall perform the undermentioned activities, which include but are not limited to:

  1. Planning and Direction Setting
    • Meet with the UNESCO team and other key stakeholders to understand the approach and scope of the work, agree on methodology and objectives of the tasks.
    • Familiarize themselves with Class Map, including reviewing the relevant user guides and manuals as well as the demonstration videos.
    • In collaboration with UNESCO, identify twenty-seven (27) non-public schools, at the basic education level, for the rollout of Class Map. The Contractor must apply a rigorous due-diligence process in the identification and selection of schools. Selected schools must commit to participating for the full duration of the assignment.
  2. Rapid Needs Assessment
    • Conduct a rapid consultation process with appropriate representatives (for e.g. principals and teachers) of twenty-seven (27) schools to be targeted to identify relevant training needs that align to systems strengthening, management, coordination, and monitoring.
    • Develop or adapt simple data collection tools (e.g., key informant interview checklists, short teacher/principal surveys) to guide the consultation process and ensure consistency across schools.
    • Synthesize and prioritize identified training needs in consultation with the UNESCO Antenna Office to ensure alignment with programme objectives and available resources.
    • Consolidate findings to determine shared training priorities across the targeted schools, ensuring the development of a standardized training package.
    • Develop a Rapid Needs Assessment Report (maximum 15 A4 pages) in Standard English. The report must include:
      • Key findings
      • List of schools consulted
      • List of participants beneficiaries consulted (disaggregated by gender, location, age and disability(if applicable))
      • Training Priorities aligned to systems strengthening, management, coordination and monitoring
      • Potential delivery modalities
      • A summary of the current ICT and connectivity conditions at each school, including internet bandwidth, network reliability, and availability of digital devices
      • Indicative cost estimates and practical recommendations for establishing or upgrading Wi-Fi and/or broadband connectivity to enable participation in training activities and the continuous use of Class Map
      • Recommendations
  3. Training and Post-training Support
    • Assess contextual constraints affecting training delivery (e.g., connectivity, conflict, teacher availability, language needs) and identify feasible modalities for training implementation.
    • Deliver training in four (4) key areas, including digital literacy and school planning. The remaining two training areas will be determined based on the findings of the rapid needs assessment but must align with systems strengthening, management, coordination, and monitoring. All training sessions must integrate the use of the Class Map platform.
    • Implement training in batches reaching eighty-one (81) teachers and administrators, at least three (3) persons from each targeted school.
    • Provide stipends for internet connectivity, transportation to training venues and printed materials to facilitate equitable access to training sessions.
    • Provide continuous remote support, mentoring, and monitoring to focal points and schools. This includes troubleshooting ClassMap usage, guiding school development plan implementation, and building school capacity for ongoing M&E and regular use (at least three (3) time per week) of Class Map.
    • Develop simple user guides or other visual aids for ongoing reference by trainees and schools.
  4. Capacity Building of Facilitators
    • Recruit qualified facilitators with knowledge and experience of digital literacy, education management and education management information systems.
    • Conduct orientation and capacity-building training to strengthen facilitators’ pedagogical, technical, and digital facilitation skills, including the how to integrate Class Map into training sessions. All selected facilitators are expected to familiarize themselves with the Class Map User Guide and orientation videos.
    • Provide each facilitator with standardized training manuals and instructional resources to ensure consistent training quality and learner engagement.
  5. Procurement and Distribution

Purchase and distribute 27 tablets for each school participating in this assignment to support their effective participation in ICT and Digital Literacy Training as well as their use of ClassMap. All tablets should be procured and distributed within 2 months of the selected bidder signing the contract. Procurement should be undertaken in line with UNESCO’s Procurement Policy. Minimum specifications at a cost not exceeding US$340 per tablet:

  1. Support all schools with downloading UNESCO’s digital platforms - Myanmar Teacher Platform; Myanmar Youth Platform and Class Map – onto the tablets provided.
  2. Specify the Service Level Agreement (SLA) and the repair duration (e.g. 14-day repair/replacement) as well as how users can obtain technical support after the warranty period ends.
  3. Obtain a signed acknowledgment of receipt from the principal or head teacher, including an agreement that the tablet will remain the property of the school and for official use of all school staff. Digital copies of the signed acknowledgement forms must also be provided to UNESCO.
  4. Review of Class Map
    • Review existing documentation, including operational manuals, data collection tools, and technical specifications.
    • Review the Class Map App (mobile and web) to identify its strengths and weaknesses.
    • Engage with relevant stakeholders (school officials, UNESCO staff and partners) to understand user needs, challenges, and requirements.
    • Design data collection strategy and organization tools that fit with conflict-affected and remote education settings.
    • Propose concrete recommendations for system enhancement, capacity building/training, and improved data governance/security protocols.
  5. Monitoring and Evaluation
    • Training completion reports in Standard English after each major training phase. Each report must include:
      • A Summary of activities conducted
      • Disaggregated participant data (e.g., by gender, state/region, role)
      • Pre and post-assessment results (where applicable)
      • Key achievements, challenges encountered, and recommendations for future improvement
    • A final report (maximum 20 A4 pages) in Standard English. The report shall follow the structure below (subject to adjustment in consultation with UNESCO):
      • Executive Summary
      • Introduction
      • Details of training and outcomes
      • Progress on activities implemented by schools/learning centers (with an emphasis on results and achievements)
      • Document whether ClassMap has had any impact on increased enrolment and attendance
      • Success Stories on the impact of Class Map (at least 15 schools to be profiled)
      • Challenges, Lessons Learnt and Solutions
      • Recommendations
      • Conclusion
    • Ongoing Monitoring and support to schools with the development and/or refinement of their School Development Plans (SDPs) and monitor usage of Class Map and the implementation of grants provided by UNESCO. This monitoring will be conducted remotely, complemented by spot checks/visits to a randomly selected sample of schools for on-the-ground verification, data collection and usage of grants provided by UNESCO.

In line with UNESCO’s overall gender mainstreaming strategy, the Contractor is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.

Required Qualifications

  • Must be an international or national organization with at least 5 years’ experience engaged in the successful delivery of training and/or capacity building programmes in education management, teacher training, education systems strengthening or monitoring and evaluation.
    • Proven ability to integrate digital technologies in training and build capacity on using mobile education technology supported by at least one example.
    • At least 4 members comprise the core management and technical team (Team Lead (Project Manager), Project Officer, Monitoring and Evaluation Assistant and IT/Digital Literacy Officer).
    • Additional technical expertise: the firm/organization is expected to contract an Education Management Information Systems (EMIS) Officer to provide specialized inputs during the review of the ClassMap application; this position is not required for the full duration of the assignment.
    • Demonstrated familiarity with Myanmar’s education context and conflict-sensitive programming. At least two (2) relevant examples must be referenced.

Desirable Qualifications

  • Previous experience working with government agencies, CSOs and /or other UN agencies and INGOs.
  • Have an existing network of community schools and learning spaces, including monastic schools, providing basic education with whom ClassMap can be rolled out. These schools must be located in one of the following target areas - Yangon, Ayeyardwady, Shan or Bago Region.

Team Lead – Project Manager

Required Qualifications

  • Bachelor’s degree in education, development, management, public policy, economics, social sciences or any other related discipline.
  • At least 7 years’ relevant work experience delivering education-related trainings and building capacity, preferably in education management, teacher education, education systems strengthening or other relevant field. Relevant experience must be clearly referenced/documented and supported by at least three (3) relevant implemented projects.
  • Demonstrated experience working with key stakeholders such as principals, teachers or education committees. At least 3 relevant references of such engagement must be provided.
  • Demonstrated proficiency in English, with advanced written and verbal communication skills.

Desirable Qualifications

  • A Master’s degree in education, development, management, public policy, economics, social sciences or any other related discipline
  • At least 5 years’ experience working with government agencies, CSOs and /or other UN agencies and INGOs supported by at least one (1) relevant implemented project.
  • Experience utilizing education management information systems or mobile education technologies as evidenced by at least two (2) references/examples.

Team member/staff to co-implement the activities with the lead personnel:

Required Qualifications

  • All core team members must possess a Bachelor’s degree in a relevant field (e.g., Education, International Development, Computer Science, Social Sciences, or a related discipline), or an equivalent combination of education, training, and demonstrated professional experience in their area of specialization.
  • The Project Officer must have at least three (3) years of project management and monitoring and evaluation experience in the development sector, preferably in the field of education or social development.
  • The Monitoring and Evaluation Assistant must have at least two (2) years’ experience in monitoring and evaluation and report writing, as well as possess advanced understanding of English (speaking and writing).
  • The IT/Digital Literacy Officer must have at least three (3) years’ experience providing help desk support and strong familiarity with education technology, including Apps.
  • The EMIS Officer must have a Bachelor’s degree in Statistics, Information Systems, Data Governance, Education Management, or related fields and at least 5 years’ working experience expertise in designing, implementing, or managing education management information systems or similar data management systems. The EMIS Officer should also have demonstrated proficiency in English, with advanced written and verbal communication skills.

Desirable Qualifications

  • All team members should have at least 2 years experience working with government agencies, CSOs and /or other UN agencies and INGOs.
  • The EMIS Officer should have familiarity designing, implementing or managing education management information systems or similar data management systems for conflict-affected and remote education settings. At least two references should be provided.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.
