Cash Advisor, South Sudan

Purpose of the Position

The Cash Advisor provides technical leadership and strategic direction for all Cash and Voucher Assistance (CVA) within DCA South Sudan, with a strong focus on Multi-Purpose Cash Assistance (MPCA) across humanitarian and early recovery settings. The role ensures that all cash-based interventions are effective, conflict-sensitive, protection mainstreamed, and aligned with national standards, Cash Working Group (CWG) guidance, and donor requirements.

The Advisor strengthens internal capacity, harmonises systems, and ensures that CVA contributes to resilient and durable outcomes for vulnerable populations. The role includes spearheading partner capacity development, coordinating with internal and external stakeholders, supporting the South Sudan Cash Working Group, and contributing to sector growth through donor engagement and representation.

Summary of Responsibilities

• Provide technical support for sectoral and multi-purpose cash and e-voucher programs.
• Lead technical direction for CVA/MPCA in humanitarian and resilience projects.
• Guide feasibility assessments (modalities, delivery mechanisms, transfer values).
• Ensure MPCA targeting and monitoring follow CWG guidance.
• Integrate gender, protection, localisation, and Do-No-Harm principles.
• Advise management on trends and innovations in cash programming.
• Work with MEAL to design and strengthen monitoring frameworks.
• Coordinate with Finance and FSPs to ensure efficient cash delivery.
• Represent DCA in coordination bodies and support advocacy.

Key Responsibilities

Strategic Leadership and Technical Advisory

• Provide strategic oversight ensuring DCA’s cash response is coherent, non-duplicative, and aligned with wider humanitarian efforts.
• Lead technical direction for CVA and MPCA programming, ensuring alignment with organisational priorities and donor requirements.
• Oversee proposal development, budgeting, reporting, and quality assurance for all CVA components.
• Conduct feasibility assessments to determine cash modality options, transfer values, and monitoring approaches.
• Guide MPCA targeting and delivery based on CWG updates and Minimum Expenditure Basket (MEB) standards.
• Integrate localisation, protection, gender, and Do-No-Harm across CVA interventions.
• Advise senior management on risks, market dynamics, operational challenges, and innovations in the cash sector.
• Support knowledge management through development of learning products and dissemination of best practices.

Programme Design, Implementation, and Quality Assurance

• Lead and review project proposals, logframes, budgets, and implementation plans for CVA and MPCA.
• Support harmonised transfer values through adherence to the CWG-approved MEB.
• Contribute technical inputs for cash-flow planning, market surveillance, and supply chain risk assessment.
• Strengthen accountability mechanisms, including secure digital data management, informed consent, and grievance channels.
• Review and update SOPs for MPCA registration, verification, payment processes, and complaints handling.
• Support the establishment of robust tracking and reconciliation systems with DCA and partners.
• Provide leadership and mentorship to staff and partners to enhance quality, accountability, and innovation in CVA.
• Promote evidence-based programming by documenting lessons learned and facilitating learning forums.
• Ensure that CVA implementation meets quality benchmarks and donor expectations and remains aligned with DCA’s strategic goals.
• Support donor engagement and sector growth in collaboration with Country Office leadership and HQ teams.
• Foster integration of CVA across sectors (livelihoods, protection, resilience) to strengthen multi-sector outcomes.

Capacity Building and Systems Strengthening

• Train DCA staff and local partners on CVA/MPCA, market-based programming, digital systems, and protection mainstreaming.
• Develop and update internal toolkits, SOPs, guidelines, and checklists for MPCA implementation.
• Strengthen national staff leadership and advance localisation objectives through mentorship and on-the-job training.
• Facilitate learning reviews, after-action reviews, and evidence generation on CVA effectiveness.

Coordination and External Engagement

• Represent DCA in the Cash Working Group, inter-agency groups, clusters, and donor coordination forums.
• Collaborate with government entities, humanitarian partners, private sector financial service providers, and civil society organisations.
• Contribute to harmonisation initiatives, including MEB revisions and joint market monitoring exercises.
• Lead engagement with county-level authorities and ensure conflict-sensitive and safe MPCA delivery.

Monitoring, Evaluation, Learning, and Risk Management

• Strengthen CVA monitoring systems through PDM, market monitoring, outcome tracking, and household economy analysis.
• Ensure safe use of digital beneficiary management systems for registration, payment tracking, and reconciliation.
• Identify and mitigate risks related to fraud, duplication, market distortion, and exclusion.
• Ensure compliance with donor frameworks, organisational policies, and CWG standards.

Qualifications

Education

• Master’s degree in Social Sciences, Economic Development, International Development, Agricultural Sciences, or related field.

Experience

• Minimum 7 years of experience in complex humanitarian settings with reputable organisations.
• Minimum 5 years dedicated to cash programming.
• Experience managing diverse teams and leading programmes across international contexts.
• Strong proposal development, donor engagement, and networking skills.
• Strong analytical skills and ability to deliver results under pressure.
• Fluent in English.
