REQUIREMENTS
An appropriate recognised three- or four- year qualification, which includes professional teacher education in the learning/subject area/phase, plus nine years relevant experience. Management experience will be an advantage. Comprehensive knowledge of the education sector related legislation and policies. Sound knowledge and experience of educational management, project management, quality assurance and HR development strategies. Strong interpersonal-, communication-, motivational-, negotiation-, problem solving and liaison skills. Report-writing skills. Innovative, analytical and creative thinking skills.
Well developed organisational-, planning and management skills. Computer literacy. Valid driver's license. Registration with SACE. All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate's suitability based on the post's technical and generic requirements and the other must be an integrity (ethical conduct) assessment.
DUTIES
Establish an information plan in support of and for the monitoring of progress towards the achievement of strategic goals, targets and core objectives, and to address the department's reporting requirements, an information technology plan that supports the information plan and an operational plan for the implementation of the above. Establish the provincial master list of schools, in line with national education directives. Implement national data warehousing procedures. Process and disseminate education and training data. Manage the provision of technical assistance for monitoring the performance of the education and training system.
Provide guideline school budgets for the purpose of Norms and Standards, and the related monitoring of expenditure. Capture and produce management reports on the continuous assessment for all grades. Manage the registration of every learner on accreditation. Fulfil the requirements of the Information Act and the requirements of the Access to Information Act. Manage the writing of in house programmes for various sections of the Department. Calculate, implement and co-ordinate the distribution of educator funded posts to institutions, and the maintenance of an updated educator post provisioning data base.
