Job Description
The chief executive officer shall be the accounting and authorized officer responsible for the overall leadership, management, strategic direction, and administration of coast general teaching and referral hospital.
Key responsibilities shall include:
Strategic leadership and governance
Provide overall strategic leadership and direction for the hospital in line with national and county health policies.
Spearhead formulation, implementation, and review of hospital policies, procedures, strategies, standards, and operational guidelines.
Ensure good corporate governance, integrity, transparency, and accountability in hospital operations.
Serve as secretary to the hospital management board and represent the hospital in government and stakeholder forums.
Champion national values and principles of public service.
Health service delivery and clinical excellence
Coordinate and oversee the provision of specialized referral and clinical services.
Ensure continuous improvement in quality, patient safety, and healthcare outcomes.
Promote implementation of service charters and improvement in patient satisfaction.
Promote adherence to national healthcare quality assurance policies, clinical standards, and internal clinical audits.
Steer the hospital towards achievement of recognized healthcare quality accreditation standards.
3Strategic planning and policy implementation
Guide development and implementation of the hospital's strategic plan aligned with national health priorities and development frameworks.
Oversee preparation and implementation of annual work plans and departmental work plans.
Ensure achievement of performance contract targets and institutional performance management systems.
Human resource management and organizational development
Provide leadership in human resource management, staff development, and performance management.
Promote staff motivation, professional development, and positive workplace climate.
Ensure compliance with labor laws and human resource management policies.
Promote affirmative action, inclusivity, and equitable opportunities in staffing.
Financial and resource management
Serve as accounting officer responsible for prudent utilization and accountability of hospital resources.
Oversee preparation and implementation of hospital budgets and financial plans.
Ensure effective financial management in accordance with government financial regulations and procedures.
Establish internal monitoring, financial control, and audit compliance systems.
Mobilize financial resources and support sustainability of hospital operations.
Infrastructure and asset management
Oversee protection, development, and maintenance of hospital infrastructure, medical equipment, and facilities.
Ensure effective management of institutional assets and resources.
Partnerships, collaboration and resource mobilization
Establish strategic partnerships with government agencies, development partners, academic institutions, and stakeholders.
Promote collaboration for training, research, and service delivery.
Mobilize resources and technical support to strengthen hospital programs.
Research, innovation and ict integration
Promote research, innovation, and technology transfer in the delivery of healthcare services.
Ensure adoption and integration of ict systems to improve hospital management, patient care, and operational efficiency.
Performance management and organizational culture
Promote a culture of accountability, performance, and ethical conduct.
Ensure implementation of performance contracts and staff appraisal systems.
Conduct patient, staff, and workplace satisfaction surveys and implement recommendations.
Occupational health, safety and risk management
Ensure implementation of occupational health and safety standards and disaster preparedness systems.
Ensure safety and security of hospital staff, patients, and visitors.
Public relations and corporate image
Promote and safeguard the corporate image and reputation of the hospital.
Engage stakeholders and the public in support of hospital programs and services.
Requirements & Qualifications
To qualify for appointment, a candidate must:
Bachelor's degree in any of the following fields: medicine and surgery, nursing, public health, health information management systems, economics, business administration, business management, public administration or its equivalents from a recognized institution.
Must possess a master's degree in medical related field or an equivalent qualification from a recognized institution.
A registered member of a relevant professional body.
Have a distinguished career with at least ten (10) years of experience in a senior management position in either the public or private sector.
Demonstrate proven experience in hospital administration, health systems management, and the implementation of organizational change.
Exhibit high levels of professional competence, managerial capability, and strategic leadership skills.
Be proficient in computer applications and modern information management systems.
Meet the requirements of chapter six of the constitution of kenya on leadership and integrity.
