Job Summary


The Chief Operating Officer (COO) shall provide leadership and oversight of the company's operational aspirations. The role is responsible for overseeing project execution, engineering, procurement, construction, quality assurance, HSE, commercial operations, and operational support functions to ensure the successful delivery of projects while achieving the Company's operational objectives, profitability targets, and client satisfaction goals.
The COO shall work closely with the Managing Director, Executive Management Team, and functional leaders to improve operational efficiency, optimize resource utilization, manage risks, and strengthen the Company's competitive position within the oil and gas, infrastructure, energy, and industrial sectors.


Main Responsibilities

Strategic Leadership


Contribute to the development of company's strategic objectives
Drive the implementation of company's operational objectives under the guardians of the MD/CEO and executive management.
Contribute to the translation of corporate strategy into executable operational plans with applicable performance monitoring mechanism.
Drive sustainable growth, operational excellence, and continuous improvement initiatives.
Provide operational leadership for expansion into new markets and optimize current client relationships.


Project Delivery


Oversee end-to-end project delivery through engineering, procurement, construction, commissioning, and close-out.
Ensure projects are delivered safely, on schedule, within budget, and in accordance with contractual requirements.
Monitor project performance against key milestones and financial objectives.
Resolve major project execution challenges and provide executive support to project teams.
Ensure effective project governance and reporting.


Engineering Operations


Provide quality oversight for engineering design and technical integrity.
Ensure compliance with engineering standards, client specifications, and regulatory requirements.
Promote engineering innovation and value engineering initiatives across the business units.


Procurement & Supply Chain


Oversee procurement strategies to ensure cost-effective sourcing.
Monitor supplier performance and strategic vendor relationships.
Ensure timely procurement of materials and equipment.
Optimized inventory management and logistics operations.


Construction Management


Oversee construction operations to ensure safe and efficient site execution.
Ensure compliance with construction quality standards.
Monitor productivity and resource allocation across project sites.
Resolve operational bottlenecks affecting project delivery.


Operational Excellence


Lead the development of systems that improve operational efficiency across the Strategic Business Units and support functions.
Implement performance improvement initiatives.
Standardise operational processes and best practices across the company.
Champion digital transformation and operational automation where appropriate.
Contribute to the strengthening of enterprise-wide risk management culture


Financial Management


Manage operational budgets and cost performance in collaboration with Finance and Internal Audit.
Improve project profitability and margin performance.
Review project financial reports and forecasts.
Ensure efficient utilisation of company assets and resources.


Health, Safety, Environment & Quality (HSEQ)


Champion a strong HSE culture throughout the organization.
Ensure compliance with statutory, client, and international HSE standards.
Promote Zero Harm initiatives.
Ensure implementation of quality management systems.


Client & Stakeholder Management


Build and maintain strong relationships with clients, strategic partners, Executive Management and Functional Leaders.
Participate in major client meetings and project reviews.
Support business development through operational expertise.
Maintain high levels of customer satisfaction.


Risk Management


Identify operational risks affecting project delivery.
Develop mitigation strategies for commercial and operational risks.
Ensure effective contract administration and compliance.


Leadership & People Management


Lead and mentor senior operational managers.
Build a high-performance culture focused on accountability and collaboration.
Develop succession plans and leadership capability.
Promote employee engagement and professional development.


Educational Qualifications, Experience, and Skills


Bachelor's degree in engineering.
Master's degree in engineering, Business Administration (MBA), Project Management, or a related field is highly desirable.
Registration with relevant professional bodies (e.g., COREN or equivalent) is required.
Minimum of 18 years' progressive experience in Engineering, Procurement and Construction (EPC).
At least 8 - 10 years in senior management or executive leadership roles.
Proven experience delivering mid-to-large scale EPC projects in the oil and gas, energy, infrastructure, or industrial sectors.
Strong commercial, contractual, and project management experience.
Demonstrated success in leading multidisciplinary teams.

Authority


The COO is authorized to:
With authorization of the MD/CEO, direct and coordinate operational activities of the Company.
Allocate, in consultation with the MD/CEO, operational resources across projects.
Approve, in consultation with the MD/CEO and SBU heads, operational plans, project execution strategies, and resource deployment within delegated authority.
Recommend capital expenditure, operational budgets, and strategic initiatives for executive approval.
Escalate significant operational, commercial, and contractual matters to the Managing Director as appropriate.
