Duties and Responsibilities
supervision of all staff within the department;
interpretation of relevant laws, regulations and policies;
ensuring goods and services procured by County Assembly meet tender specifications;
identifying, evaluating, selecting and negotiating contractual terms and prices with third party providers including suppliers;
developing detailed Service Level Agreements for third party providers outlining the key performance areas critical to the County Assembly;
monitoring third party providers' performance to assess ability to meet quality and delivery requirements;
convening and providing secretarial services to the Tender Committee;
ensuring maintenance of updated suppliers list;
ensuring that planned stock levels will meet forecasted demand by monitoring stocks to identify changes and determining re-order levels; and
providing advisory services in the procurement matters to the County Assembly including preparation of consolidated procurement and disposal plan.
Requirement for Appointment
Bachelor's degree in any of the following disciplines: Supply Chain Management, Commerce (Supplies Management option), Procurement and Supplies Management, Business Administration, Logistics or any other equivalent qualification from a recognized institution;
A master's degree in any of the following disciplines: Supply Chain Management, Commerce (Supplies Management option), Procurement and Supplies Management, Business Administration, Logistics from a recognized institution will be an added advantage;
At least ten (10) years' cumulative experience, two (2) of which must have been at senior management level.
A leadership and management course lasting not less than four (4) weeks.
Proficiency in computer application;
Registered with a professional body (KISM) and membership of good standing;
Have a professional practicing certificate;
Must have worked with the county assemblies or any public institution for not less than five years
