CONSULTANCY END-OF-PROGRAM EVALUATION

Background

IsraAID Uganda has been implementing a refugee response program in the Palorinya refugee settlement in Obongi district (West Nile sub-region) since 2018. The program will close out on the 30th of June 2026. The main goal of the program was to contribute towards improved protection, social inclusion, and psychosocial well-being of children and adults. The program also aimed at enhancing sustainable access to water and improved sanitation and hygiene practices, and deepening community resilience. The key outcomes include the following

1. The capacity of the community to identify risks, prevent, and respond to child protection violations and risks is enhanced, targeting caregivers and duty bearers
2. Psychosocial well-being of children and caregivers in targeted communities improved, targeting children (5-17 years) and caregivers.
3. Community centers provide members of the community with sustainable access to accurate and sufficient information required to identify and manage their own PSS, targeting Community groups (youth groups, traditional dance groups, women tailoring groups, child ambassadors, etc)
4. Targeted communities increase their capacity to prevent and respond to Gender-Based Violence, targeting adult men and women, local leaders, community influencers, and community activists.
5. Promote health-positive nutrition behaviors and practices among children, pregnant and lactating mothers
6. Referral pathways in Gender-Based Violence, Child Protection, Psychosocial Support, and Nutrition strengthened, targeting community structures.
7. The capacity of communities, local government authorities, and other local structures to sustainably manage child protection and nutrition intervention enhanced.
8. Improve the sense of community ownership of IsraAID's established interventions in Palorinya, targeting local authorities and Community-based local Organisations
9. Improved usage of WASH facilities at both the institutional and community levels
10. Improved hygiene practices at institutional and household levels

The major activities of the intervention included training and workshops with community structures and local leaders, Child-friendly Space activities , psychosocial support and child protection knowledge sessions to caregivers through Psychological First Aid, Problem Management Plus, community center focused group sessions, and door-to-door home visits, focused group discussions on Gender-based Violence with men and women groups, community dialogues and mass awareness sessions, health education with pregnant women, mother-to-mother care groups, malnutrition screening, partnerships with local organisations, and contextualising awareness manuals for Gender-Based Violence and nutrition.

Purpose

The program is coming to an end, IsraAID seeks to commission an independent end-of-program evaluation to assess performance (relevance, effectiveness, efficiency, impact, and sustainability), the extent to which results were achieved, document learning, and provide actionable recommendations to inform future programming.

Objectives

1. Examine the relevance of the program approaches and activities to the beneficiaries
2. Examine consistency of the program in relation to beneficiary needs and contextual priorities
3. Assess the effectiveness of program strategies in achieving the intended results
4. Evaluate efficiency in the use of human, material, and financial resources
5. Analyse evidence of program attributable outcomes and potental impact
6. Assess the sustainability of results
7. Assess the extent to which cross -cutting priorities such as disability, gender equality, inclusion, and safeguarding were integrated into the projects

Scope

The evaluation will cover the implementation period from January 2021 to June 2026, covering all the major program components from four zones of Palorinya Refugee Settlement (Zone I, Zone II, Zone III East, and Base Camp Zone), while focusing on all the relevant stakeholder groups.

Methodology

The consultant is expected to propose a comprehensive approach, which is participatory, inclusive, gender- and culturally sensitive, ethically sound, and aligned with OECD-DAC criteria

Deliverables and timeline

Required qualifications and experience

• Proven experience in designing and conducting end-of-program or impact evaluations
• Strong skills in qualitative and quantitative data analysis
• Experience working in sectors of WASH, protection, and health
• Experience working with refugees
• Excellent report writing, presentation, and communication skills
• Knowledge of Palorinya Refugee Settlements is an added advantage

Reporting and supervision

The consultant will report to the Programs manager and work closely with the MEAL Officer

Payment plan

50% after the approval of the inception report, 50% after the approval and dissemination of the final report.
