Background

Terre des hommes (Tdh) operates in complex humanitarian and development environments

where organizations face multiple strategic, operational, financial, safeguarding, and compliance- related risks. Effective risk management and strong compliance systems are critical to ensuring accountability, donor confidence, safeguarding of children and communities, and organizational sustainability.

Many local partnerorganizations have limitedstructured approaches to identifying, mitigating, and monitoring risks, as well as ensuring compliance with donor, legal, safeguarding, and

internal policy requirements. To address thesegaps, Tdh seeks a qualified consultant to delivera Risk Management and Compliance Capacity Strengthening Training for partner organizations and selected staff.

Purpose of the Consultancy

The purpose of this consultancy is to strengthen organizational capacity to systematically identify, assess, manage,and monitor riskswhile ensuring compliance with applicable donor, legal, ethical, and safeguarding standards.

Training Objectives

By the end of the training, participants will be able to:


Understand key risk management and compliance conceptsin humanitarian and development contexts.
Identify and categorize organizational risks (strategic, programmatic, financial, operational, safeguarding, reputational).
Apply practical risk assessment and mitigation tools.
Establish and maintainrisk registers and compliance monitoring systems.
Strengthen internal controlsand accountability mechanisms.
Ensure compliance with donor requirements, safeguarding standards, and national regulations.
Integrate risk management into organizational decision-making and project cycles.


Scope of Work

The consultant will be responsible for:


Conducting a brief pre-training organizational risk and compliance capacity assessment.
Designing a context-specific trainingcurriculum and agenda.
Delivering interactive and practice-oriented trainingsessions covering:

Risk management principles and frameworks
Risk identification, analysis, and prioritization
Development and use of risk registers
Internal controls and segregation of duties
Donor compliance (financial, procurement, reporting)
Safeguarding, PSEA, and codeof conduct compliance
Legal and regulatory compliance for NGOs
Fraud prevention, whistleblowing, and incident response
Monitoring, review, and reporting of risks


Facilitating case studies, simulations, and group exercises.
Supporting participants to develop or refine organizational risk registers and compliance action plans.
Providing post-training recommendations for strengthening organizational risk and compliance systems.
Training Duration and Structure


The training will be delivered over five (5) full days, structured as follows:


Day 1: Risk Management Fundamentals & Organizational Risk Landscape
Day 2: Risk Assessment Tools & Risk Registers
Day 3: Internal Controls, Fraud Prevention & Donor Compliance
Day 4: Safeguarding, Legal Compliance & Ethical Standards
Day 5: Risk Monitoring, Reporting & Organizational Action Planning
Deliverables


The consultant will provide:


Pre-training risk and compliance assessment summary
Detailed training agenda and curriculum
Training materials (slides,tools, templates, case studies)
Delivery of 5 full days of training
Draft organizational risk registers and compliance actionplans
Post-training evaluation analysis
Final training reportwith recommendations
Consultant Qualifications


The consultant must have:


Atleast 5 - 7 years of experience in risk management, compliance, audit, or governance within NGOs, INGOs, or development contexts.
Demonstrated experience delivering risk and compliance trainings.
Strong understanding of donor compliance requirements and safeguarding standards.
Experience with internal control systems and fraud risk management.
Excellent facilitation, analytical, and reporting skills.
Duration and Work Structure


The assignment will run for Seven (7) days,from 21th to25th September 2026,structured as follows:


Day 1: Initial assessment, administrative preparation, and finalization of training arrangements.
Days 2 - 5 Full deliveryof Risk Management and Compliance CapacityStrengthening Training
Final Day: Development of the trainingreport and submission of all administrative and required documentation.

Training venue and logistics
Participant mobilization and coordination
Printing of training materials
Stationery, equipment, and administrative support
