Category A Consultant: Responsibility
The consultant will be responsible for:
Inception Report & Work Plan
Submit a detailed inception report with methodology, stakeholder mapping, data collection tools, and a workplan.
Document Review & Desk Analysis
Analyze the contents in the BLMA and related implementation frameworks, standard operating procedures (SOPs) , Memorandum of Understandings (MoUs), and government circulars; Review relevant IOM and partner reports, migration statistics, and audit reports.
Stakeholder Consultations and data collection
Conduct key informant interviews and focus group discussions with:
Government officials (Kenya, UK, Saudi Arabia)
Private Recruitment Agencies
Migrant workers (current and returnees)
Civil society organizations and trade unions
Employers Federation
Technical, Vocational Education and Training (TVET)
Diaspora associations
Analysis & Validation
Analyze data using qualitative and quantitative methods.
Hold a stakeholder validation workshop to review findings and recommendations.
Final Report and Policy Briefs
Submit a comprehensive final report detailing the findings, gaps, good practices, and practical recommendations.
Prepare two policy briefs (one per BLMA) summarizing key insights.
Performance Indicators for Evaluation of Results
Delivery of an approved inception report and workplan within the first two weeks.
Completion of at KIIs and FGDs across relevant stakeholders.
Development of survey and interview tools aligned with IOM standards.
Delivery of a validation workshop and integration of feedback.
Submission of high-quality final report and two policy briefs in line with agreed timelines.
Qualifications
Education, Experience, and/or Skills Required
Master's degree in Migration Studies, International Relations, Labour Studies, Development Studies, Economics and Public Policy, or related fields.
At least 10 years of relevant experience conducting labour migration assessments, international labour standards implementation, or bilateral labour cooperation evaluations.
Familiarity with Kenya's labour migration context, and bilateral labour migration agreements.
Demonstrated ability to manage and execute complex assessments with multi-stakeholder involvement.
Strong writing, research, data collection, and analysis skills, including the use of both qualitative and quantitative methods.
Fluency in English and Swahili; knowledge of Arabic is an asset.
