Responsibilities

Tasks to be performed under this contract


Submit a work plan outlining methodology, key desk review resources, stakeholders to interview, in line with the overall NCCAP III review process led by the lead consultant. Collect preliminary data from primary and secondary sources to support the development of the NCCAP III progress report outline. (3 days).
Based on the approved work plan and the planned progress report outline, review the NCCAP III (NCCAP 2023 - 2027) to assess the integration of human mobility, including migration, displacement, and planned relocation related to climate change. Identify gaps, challenges, opportunities and good practices in integrating issues related to human mobility, including migration, displacement and planned relocation within the NCCAP III. Participate in stakeholder consultations as required in coordination with the lead consultant. Submit an assessment report which will feed into drafting the implementation status report of the NCCAP III. (10 days).
Develop actionable and relevant policy recommendations to strengthening incorporation of human mobility and enhancing policy responses of climate mobility in the NCCAP IV. Incorporate feedback and suggestions in the policy recommendations and present key findings and incorporate feedback for validation. (7 days).


Performance indicators for the evaluation of results


Submission of approved workplan.
Submission of the approved assessment report on gaps, challenges, opportunities and good practices.
Submission of validated policy recommendations for the integration of human mobility in the NCCAP IV.


For each deliverable:


Coordination with the consultant leading NCCAP III and the Climate Change Directorate and alignment with the NCCAP IV undertaken where necessary.
Clear communication with IOM on progress and challenges as requested.
Comprehensive and quality content utilizing the most recent available evidence.
Clarity and conciseness of text and structure.
Complies with IOM house style manual.
Products are ready for publishing (e.g. language, formatting, footnotes and references are in order).


Required Qualifications and Experience

Education


Holds a Master's degree with minimum five years of relevant professional experience in the field of migration, climate change response, disaster risk management, public policy analysis, or another relevant field.
Holds a Bachelor's degree with 5 additional years of experience in the aforementioned fields.


Experience


Good understanding of international frameworks related to climate change and migration (UNFCCC, NAP, NDC, GCM, etc.).
Understanding of policy, institutional, and legislative frameworks related to climate, environment, drought, biodiversity, human mobility, and sustainable development.
Good knowledge and understanding of climate and migration dynamics in Kenya is an advantage.
