Key Duties and Responsibilities
Ensure procurement processes have been carried out in compliance with the procurement policy before initiating any contract.
Ensure timely initiation of contracts and purchase orders and follow through to signature and performance.
Coordinate with contract supervisors to ensure timely contract performance and submission of deliverables. Any challenges shall be reported and resolved on time.
Effectively collaborate with internal departments (e.g., legal, finance, and operations) to align contracts with organizational objectives
Monitors contract execution to ensure compliance with terms and conditions, identifying and mitigating risks proactively
Prepare weekly and monthly status reports of all contracts under implementation and contracts under drafting and approval.
Maintain a comprehensive contract management system to track milestones, renewals, and performance metrics
Prepare quarterly reports and share with Units the status of ongoing and completed contracts with payment status.
Report on problematic contracts in a timely manner and recommend actions to be taken in accordance with the contract provisions, including recommendations for blacklisting in line with the procurement policy.
Analyze vendor/consultant complaints and ensure they are resolved in a timely.
Assess new vendor forms to ensure they are well-supported before approval.
Support in carrying out due diligence on vendors/consultants before contract award and during contracting/contract implementation.
Monitor and close all open purchase orders within the stipulated time.
Using the e-procurement system, monitor the payment status of all consultants/vendors and report any delay.
Initiate contract renewals at least three months before they come to an end.
Review contracting templates and recommend changes aimed at improving efficiency in the contracting and contract management cycle.
Support efforts to build supplier relationships to deliver breakthrough performance in cost, service, and quality.
Implement audit recommendations on a timely basis.
Key Qualifications and Experience Required
Bachelor's degree in law.
Membership in a professional association is desired.
Possession of procurement training will be an added advantage.
Experience in contracting in a multi-program International NGO.
Experience and knowledge of procurement processes shall be an added advantage.
Demonstrates in-depth knowledge of contract laws, policies, and procedures.
Demonstrate familiarity with international and local procurement laws, as well as donor-specific requirements where applicable.
Encourage compliance with anti-corruption policies and ensure integrity in vendor interactions.
