Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency - has been part of its identity for 45 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Mission :
You will be responsible for implementing a sound and relevant delegation system (with appropriate control mechanisms), which will allow you to be accountable for all the following responsibilities :
Lead the preparation, updating, implementation of the country strategy appropriate for the country and regional context and in line with the ACF vision and mission
Oversee mission's programming to ensure the effective and efficient design, implementation and evaluation of ACF's programs and projects
Develop and enhance relationships between the mission and donors' representatives, civil society, private sector, government agencies and other organizations, acknowledging diversity as an asset of the humanitarian community, so that ACF can maximize its impact on malnutrition and its prevention
Guarantee security management of staff, operations, assets and directs country-specific response to security threats and incidents, up to and including management of evacuation
Oversee the management and development of mission's human resources and create a shared vision, among all staff, of ACF's values and program's aims and their role in achieving these. You will manage a team of around 116 staff, including 6-7 direct reports.
Oversee and direct the appropriate mobilization, use and management of financial and logistic resources in the mission in line with ACF policies and donor requirements
Be the key actor between the field and HQ, by contributing to maintain good working relationships with HQ, complying with information demands and using HQ's expertise to optimize the country's strategy implementation
Lead for ACF's accountability, reputation and fiscal responsibilty in the country
Ensure, with the support of your team, linkage with national entities and partners in Maputo and the implementation of ACF strategy beyond Cabo Delgado.
Position based in Maputo 50% and in Pemba 50%

Profile :
You have a Master's degree (5 years of higher education) in development project management, social action or humanitarian action, international relations, or political science.
You have at least 6 years of experience in a similar position in a complex security context, ideally with Action Against Hunger.
You have successfully supervised multicultural technical teams and managed humanitarian and/or development operations in a similar context.
You are capable of leadership, adaptation, and innovation, with a sense of diplomacy and the ability to interact with national authorities and donors.
You master written and spoken English as well as a Latin language (Portuguese, Spanish, or Italian).
Conditions d'emploi
Fixed term contract under French legislation: 24 months
Monthly gross salary from 3572 to 4128euros upon experience, including 13th month
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 630euros net, field paid
Monthly country allowance: 150euros
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs + your family will be based in Maputo in a detached house, but the Country Director will spend 15 days per month in Pemba. In Pemba, you will stay in a shared guest.
Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
