Mission :

The objective of the position is to oversee the management of support services department; provide direct support to specific needs related to a new project of 6 months ; support the Country Director to mentor junior Head of Departments. You will :
Coordinate the definition and implementation of resource management strategies (human, financial and logistical) of the mission and manage the support teams
Ensure the relevance and coherence of HR, financial and logistical strategies and the respect of ACF standards and procedures in order to allow the development of the mission in the best working conditions
Ensure the proper use of tools and develop an analysis that allows for quality management of programs by maximizing available resources and avoiding financial, legal, misappropriation or abuse risks
More specifically, your missions will be as follows :
Coordinate the support teams and ensure their interaction with the program teams
Facilitate the strategic contribution of the support functions to the development of the country strategy and action plan
Ensure the contribution of support functions in the development and monitoring of projects/programs
Contribute to the implementation of a risk prevention and management system, the reporting of complaints and abuse of authority, the mission's anti-corruption and anti-fraud policy
Facilitate the internal and external communication of the mission
Manage the support Head of Departments team and create a positive and motivating work dynamic within the national Log/Fin/HR teamsManager Finance Head of Department, Logistics Head of Department and Human Resources Head of Department
Support the Country Director on cross-cutting issues of the organization
Contribute to business continuity

Profile :

You have a higher degree in a field related to humanitarian action: project management, technical training related to one of our sectors of intervention, human resources management, financial management, etc.
You have at least 3 years of field experience with international NGOs in a similar position and in complex security context. You have experience in an AAH leadership position in a complex environment, in basic information management, resource planning, human resources management, finance and logistics and policy principles. You also have experience in negotiation and problem solving, as well as in dealing with national authorities.
A previous experience with ACF Mozambique is an asset.
You are able to provide leadership, integrity and honesty, to effectively manage teams and monitor performance.
You have good communication, writing, stress management and emotional intelligence skills, and the ability to deal with complexity and to give a strategic vision.

You are fluent in English and Portuguese.

Conditions d'emploi

Fixed term contract under French legislation: 6 months until 15/10/2026
Monthly gross salary from 2899 to 3376euros upon experience, including 13th month
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 630euros net, field paid
Monthly country allowance: 150euros
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
