Requirements :


Grade 12 or equivalent. A relevant tertiary qualification in Financial Management at NQF level 6/7 as recognised by SAQA.
Must have at least 10 years relevant experience in Financial Management. Must have a minimum of 3 years relevant experience in the relevant field at an Assistant Director level. No criminal record. Knowledge of departmental policies and procedures, regulations, PFMA, Treasury Regulations, GRAP, GAAP, PSA, PSR etc Employment Equity Act 1998 and proven experience in public-sector financial systems (e.g. SAP-SRM, SAP-R/3,BAS, SAP:HIS, SAP e receipting and IMS etc.
Must be self-driven, independent, dynamic and self-confident, a self-starter with a client focused approach and attitude. Must demonstrate good interpersonal, people management and leadership skills. The ability to interpreted and implement policies and meet deadlines. Administrative and management knowledge. Project management, teambuilding, people and interpersonal relations skills. Communication skills (verbal and written), organized, problem-solving and interventional skill
Highly motivated and enthusiastic to contribute to the financial management services. Ability to lead a team. The ability to work under pressure, lead transformational change in a complex environment and the ability to manage change in the department. Knowledge of coaching and developing people's skills. Extensive computer user knowledge and experience. Ability to work under pressure and meet deadlines. Ability to interact at strategic level and implement turn-around strategies.
Proven project management skills. Have interest outputs of the current strategic plan. Applicant should be prepared to undergo medical surveillance.


Duties :


Management and supervision of staff and activities within the department. Lead and manage Finance team. Oversee financial administration budgeting ad expenditure control. Compile monthly, quarterly and annual reports. Manage conditional grants budget.
The enhancement of corporate efficiency, providing leadership in respect of financial management related issues. Provide leadership and guide the hospital in financial management towards the achievement of the priorities. Monitor financial systems. Responsible for the efficient financial planning. Implement effective budgeting and monitoring. Manage the sub-units of the finance unit, i.e. Budget, Expenditure, Revenue, Accounts receivable, Account Payable.
Accountable for the effective performance of the finance unit and the managers in this unit. ensure that appropriate internal controls and reporting systems are established and maintained to establish a well-functioning finance team that is performance orientated. Perform financial management of the chief directorate functions in accordance with the provisions of the Public Finance Management Act 1999 (as amended) and the Treasury Regulations. Generate revenue for the Hospital.
To carry out the duties and functions necessary to support the statutory and executive responsibilities of the chief executive officer as well as those that may reasonably be delegated and assigned to from time to time by the employer.
Be willing to undergo continuous training and development programs. Attend meetings and training as approved by supervisor. Comply with the Performance Management and Development System (Contracting, reviews and final assessment).
