Job Purpose

To ensure prudent management of financial resources by implementing accounting policies, systems and procedures as well as preparation of accounting and financial management information necessary to meet internal and statutory reporting requirements for control and accountability of resources allocated for the institute.

Key Responsibilities/ Duties / Tasks
Duties and responsibilities at this level will entail: -


Developing and reviewing financial policies and procedures to enhance internal controls;
Providing strategic leadership to the Finance and Accounts department;
Providing advice on all accounting and financial matters including implications and consequences of management/business decisions;
Verifying and approving expenditure and payments;
Signing bank instructions/cheques;
Overseeing preparation, review and timely submission of the annual financial statements of accounts;
Ensuring compliance with relevant laws, regulations and procedures in management of financial resources;
Ensuring the Institute's liquidity position is appropriate and liaise with the Parent Ministry and Treasury for release of allocated funds;
Reviewing of audit queries and implementing corrective actions;
Developing and implementing effective processes in the finance unit to ensure seamless flow of service delivery;
Developing short term, medium and long-term revenue and expenditure framework;
Ensuring compliance with various requirements of government Agencies and statutory institutions as set out in various circulars and legislations;
Controlling the Institute's Finances to ensure that they are utilized in a lawful and efficient manner;
Planning and determining cash flow needs, forecast and establish cash flow trends of the Institute;
Preparing the annual budget execution reports, quarterly financial statements for program and operational budgets;
Liaising with the parent Ministry for GOK's Grants and development partners' funding;
Ensuring the provision of adequate financial resources for the Institute's program and activities;
Managing performance, training and mentorship of staff
Perform all other duties that may be assigned from time to time.


For appointment to this grade, an officer must have:-


At least fifteen (15) years relevant work experience, three (3) years of which should have been at the grade of Assistant Director, Finance/ Accounts or in a comparable position;
Bachelor's degree in any of the following disciplines: Commerce (Accounting/Finance Option), Business Management (Accounting/Finance Option), Economics, or equivalent qualification from a recognized Institution;
Master's Degree in any of the following disciplines: Business Administration, Finance, Commerce, or equivalent qualifications from a recognized university;
Passed Part III of the Certified Public Accountant (CPA K);
Registration with a professional body such as CPA, ACCA from a recognized institution;
Membership with the Institute of Certified Public Accountants of Kenya
(ICPAK) or any other recognized professional body in good standing;
Leadership Course lasting not less than four (4) weeks from a recognized institution;
Proficiency in computer applications; and
Demonstrated professional competence and administrative capability as reflected in work performance and results.
