Job Description
Strategic human resource leadership
Lead the development and implementation of the hospital's human resource strategy aligned with overall institutional goals.
Provide strategic hr advisory support to the ceo and senior management.
Participate in formulation of corporate strategies, policies, budgets, and performance targets.
Translate hr strategies into actionable work plans and monitor implementation.
Workforce planning & talent management
Lead workforce planning to address staffing gaps, attrition, and succession needs.
Develop and implement talent management frameworks including recruitment, retention, career progression, and succession planning.
Oversee recruitment processes to ensure attraction and retention of skilled personnel.
Establish staff capacity development programs and training plans.
Performance management & organizational development
Oversee implementation of performance management systems and staff appraisal processes.
Drive a performance-based culture aligned with service delivery outcomes.
Lead organizational development initiatives including restructuring, job evaluation, and change management.
Employee relations & industrial relations
Manage employee relations, disciplinary processes, and grievance handling.
Lead union negotiations and collective bargaining processes to maintain industrial harmony.
Promote staff engagement, motivation, and well-being initiatives.
Hr operations & compliance
Ensure compliance with kenyan labour laws, public service regulations, and hr policies.
Oversee hr administration including staff records, payroll coordination, and hr reporting.
Strengthen hr systems and drive digitization of hr processes (hris, performance systems, leave management, etc.).
Risk management & governance
Conduct risk assessments on hr-related issues and advise management accordingly.
Strengthen internal controls to mitigate hr risks including absenteeism, misconduct, and staff turnover.
Ensure compliance with audit requirements and regulatory standards.
Leadership & stakeholder management
Lead and manage the human resource team, ensuring optimal performance and accountability.
Build strong relationships with internal departments, government agencies, and external stakeholders.
Act as a liaison between management and staff on hr matters.
Financial & administrative responsibilities
Prepare and manage the hr departmental budget.
Monitor utilization of hr resources and ensure cost-effective operations.
Reporting
Prepare and submit monthly, quarterly, and annual hr reports to the ceo and relevant authorities.
Any other duties
Perform any other duties as may be assigned by the chief executive officer.
Requirements & Qualifications
Master's degree in human resource management, industrial relations, industrial psychology, or related field from a recognized institution.
Bachelor's degree in human resource management, business administration, or social sciences.
Must be a certified human resource professional (chrp-k).
Must be a full member of the institute of human resource management (ihrm) with a valid practicing license.
Minimum of 12 years' relevant hr experience, with at least 7 years at senior management level, preferably in a large public institution or hospital.
Demonstrated experience in strategic hr leadership, workforce planning, and organizational development.
Strong understanding of kenyan labour laws and public service hr policies.
Experience in healthcare hr management will be an added advantage.
