The Director, Long-Term Development Programs provides strategic leadership across CARE Canada’s long-term development portfolio and oversees our operations in Cuba. As a member of the Global Programs Executive Team, they will nurture an inclusive, empowering environment where all staff can thrive, leading a team of 10–12 development professionals to design and deliver impactful, gender-transformative, and locally led programs.

They will champion program excellence, accountability, and innovation — advancing localization, decolonization, and feminist leadership. Working closely with colleagues across humanitarian response, advocacy, and fundraising, they will strengthen integration between program delivery and storytelling to drive learning, influence, and partnership growth.

The Director will also engage directly with Global Affairs Canada and other key government departments to position CARE as a trusted and forward-thinking partner in Canada’s evolving international cooperation landscape. Additionally, they will oversee CARE’s operations in Cuba, coordinating across departments and partners, maintaining relationships with donors and the Cuban Embassy, and fostering new collaboration opportunities.

Finally, the Director will play a pivotal role in resource mobilization — identifying new funding and partnership opportunities, supporting program design, and advancing innovative models such as blended finance and public–private collaboration to sustain and grow CARE Canada’s development impact.

WHAT YOU BRING

  • 5+ years’ senior management experience in international development, leading multi-country or multi-sector teams.
  • Strong understanding of Global Affairs Canada funding mechanisms and proven ability to engage government counterparts.
  • Demonstrated experience in building and managing partnerships with the private sector, foundations, and/or impact investors.
  • Proven leadership in program innovation, localization, and adaptive management in complex environments.
  • Exceptional skills in cross-team collaboration, financial oversight, and results-based management.
  • Strong political acumen and representational ability across government, donor, and sectoral spaces.
  • Commitment to gender equality, decolonization, and feminist leadership.

WHAT WOULD MAKE YOU EXTRAORDINARY

  • Experience managing country operations (Cuba or Global South preferred)
  • Knowledge of trade-linked development, market systems, or inclusive business models.
  • Experience with public–private partnerships or blended finance.
  • Fluency in Spanish and/or French.
  • Proximity to Ottawa to attend in-person meetings with Government leaders and officials.

REQUIREMENTS

  • Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.
  • Create an environment within CARE's workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).
  • Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Safeguarding Policy and Safeguarding Code of Conduct.

  • Starting salary between $143,000 - $153,000
