Requirements for Appointment


Be a Citizen of Kenya;
Served in the position of Deputy Director, Natural and Mineral Resources in the Public Sector in the Public Service or Private Sector for at least five (5) years;
Bachelor's degree in any of the following disciplines:- Natural Resource Management, Environmental Science, Water Resources, Geology, Mining or relevant and equivalent qualification from a recognized institution;
Master's degree in any of the following disciplines:- Natural Resource Management, Environmental Science, Water Resources, Geology, Mining or relevant and equivalent from a recognized institution;
Demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of National and County goals, policies, objectives and ability to relate them to poper management of natural resource function;
Be a member of a professional body and in good standing where applicable, is an added advantage; and
Have a certificate in computer applications from a recognized institution.


Duties and Responsibilities


Supervising programs, controlling and coordinating functions in the Natural Resource section;
Coordination, development and implementation of Mineral and Natural Resource policies, legislations and related laws;
Ensuring compliance and enforcement of environmental legislations within the County;
Mitigating the risks associated with the unregulated sand utilization;
Coordinating vetting and approval for licensing and registration of all person(s)/ institutions/ vessels/ premises to engage in the sand value chain and other minerals and maintaining such registers as may be necessary;
Planning and coordination of capacity building and training programmes for the Sand and artisanal mining for Cooperative Societies and the community members in general;
Supervising the preparation and submission of monthly, quarterly, and annual reports by the River Basins Based Societies;
Preparing and submission of monthly, quarterly, semi-annually and annual status reports to the Chief officer in charge of Natural and Mineral Resources;
Serving as Secretary to the River Basins Utilization and Conservation Committee; and
Ensure that relevant support is given to staff development and training and any other duties as may be assigned by the Chief Officer in charge of natural and mineral resources.
