Reporting to the Executive Manager: Electricity Regulation: the incumbent will work closely with Electricity Market Specialists, Compliance Officers, and the broader Electricity Regulation Division.
The incumbent will provide specialised analytical and data-driven support to the company in the regulation and oversight of the South African Wholesale Electricity Market (SAWEM).
The incumbent will analyse electricity market data, identify trends and anomalies, support market surveillance activities, and produce high-quality analytical reports to inform regulatory decision-making, compliance enforcement, and policy development in line with the amended Electricity Regulation Act.
Requirements:
Bachelor's Degree / B Tech Degree / Advanced Diploma (NQF 7) in Economics, Engineering, Energy Studies, Statistics, Data Science, or a related field as recognized by SAQA
A postgraduate qualification in Energy Economics, Power Systems, or Applied Economics will be an advantage
Minimum of Five (5) years' experience in electricity markets, energy analytics, economic analysis, or regulatory analysis
Experience working with large datasets and analytical tools
Exposure to electricity market operations, pricing mechanisms, or system dispatch is desirable
The candidate must be competent in the following:
Strong Analytical and Quantitative Skills
Ability to interpret complex market data and translate insights into regulatory recommendations
Proficiency in data analysis and reporting tools
Strong Report Writing and Presentation Skills
Ability to work independently and under pressure
Key responsibilities: The successful incumbent will be responsible for:
Market Data Analysis and Surveillance Support:
Analyse wholesale electricity market data, including bids, offers, dispatch outcomes, prices, and volumes
Identify trends, patterns, and anomalies that may indicate market inefficiencies, manipulation, or abuse of market power
Support the development and application of market surveillance indicators and analytical models
Regulatory Intelligence and Reporting:
Prepare regular market monitoring reports, dashboards, and briefing notes for the HOD, Executive Manager, and Regulator
Provide analytical input into market investigations, compliance assessments, and enforcement actions
Maintain market performance databases and analytical tools
Support to Market Regulation and Policy Development:
Provide analytical support in the development and review of market rules, codes, and regulatory frameworks
Benchmark South Africa's electricity market performance against international best practice
Support impact assessments for proposed regulatory interventions
Stakeholder and Inter-Departmental Support:
Work with the Market Operator to ensure accurate, timely, and reliable market data flows
Support engagement with internal teams (Licensing, Tariffs, Compliance, Legal)
Assist in responding to stakeholder queries requiring analytical input
Systems, Tools, and Continuous Improvement:
Contribute to the design, testing, and implementation of market surveillance and analytics systems
Continuously improve analytical methodologies and reporting processes
Ensure data integrity, accuracy, and confidentiality
