Under the direct supervision of the Commissioner for Infrastructure, Energy and Digitization, the incumbent of the post is responsible for providing expertise in specific areas for the design and implementation of technical projects in line with the objectives of ECOWAS in the energy and mining sectors and for managing all the activities of the Divisions under its supervision.
Roles And Responsibilities
Oversee the implementation of the Community's strategic objectives in the energy and mining sector.
To provide direction and management for the Directorate of Energy and Mines and to be responsible for the interpretation of the overall vision and political orientations of ECOWAS, the development and management of goals and objectives in order to fulfil this mandate.
Develop regional policies, strategies, initiatives and action plans in the energy and mining sectors.
Participate in the operationalization and smooth functioning of the ECOWAS regional electricity market.
Support coordination in the energy and mine sectors between the Commission, subregional institutions, other regional economic communities and African institutions.
Maintain a network of technical specialists and decision-makers in the Member States, necessary to ensure the smooth introduction of ECOWAS programmes.
Implement programmes and activities as developed in ECOWAS's energy policy, the ECOWAS Energy Protocol and Mining Sector Development Policy, as well as other policy guidelines.
Work with development partners to implement community-based programmes in the energy and mining sectors.
Plan annual goals, objectives, activities and budget related to the Commission's general plans; measure and monitor the achievement of objectives; negotiate appropriate adjustments to objectives and budgets.
Implement performance-based budgeting within management.
Organize the Management effectively by clearly defining the hierarchical structure, minimizing bureaucracy and optimizing the delegation of responsibilities and authority.
Support human resources services such as recruitment, performance decisions, promotions and related human resources administration issues.
Provide regular and immediate feedback on performance to direct employees.
Participate in the development of staff to develop their own skills according to the plans, goals and objectives of the service.
Create a productive working atmosphere within the Directorate, including involving staff involvement.
Communicate clearly to the staff of the ECOWAS Vision Directorate, how the Department is aligned with this vision and how the Director expects the Department to act accordingly.
Keep abreast of rapidly changing technical, political, social or economic changes.
Communicate continuously with the other Directors of the institution to ensure that the work is harmonized with that of other departments if necessary.
Supervise department staff, including professionals and support staff. Provide the normal range of transactional management skills to ensure that the Department's staff work effectively and efficiently, and that it regularly delivers the required results, the quality of which is sufficient and provided within the time frame.
Provide direct technical advice on the design/implementation of programs in an area where high-level technical expertise is recognized.
Represent ECOWAS at professional meetings or working groups, by delivering speeches, negotiating agreements and acting as a mediator in the event of a dispute.
Lead technical missions to develop or participate in projects/programmes.
Provide advice to the Commissioner for Energy and Mines on issues related to cooperation in the energy sector.
Generate ideas in the relevant technical field for future ECOWAS initiatives.
Support the Specialized Parliamentary Committee on Regional Legislation, where appropriate.
Perform any other related tasks that may be assigned to it by the Commissioner of Energy and Mines.
Qualifications
Hold a Master 2 Degree (or equivalent) in Electrical / Electromechanical Engineering, Geology, Mining Development Engineering and Geological Resources, Energy Economics or other related fields, issued by a renowned university.
Justify from 12 years of experience with progressive responsibility in the field of energy security, energy efficiency, renewable energy, access to energy services, energy economics, cross-border trade in electricity, energy production (solar, wind, coal, oil and gas, etc.), the transmission and distribution of energy, hydrocarbons, advanced energy technologies or a related field, including six years of experience
To have in-depth knowledge of energy policies, strategies, initiatives, guidelines and protocols; to have the proven capacity to promote intra- and interregional and other international relations between ECOWAS and other key stakeholders for the development of the Community's mineral resource sector.
Have a good understanding of issues related to energy access, efficiency, technology, environmental impact and connectivity through the harmonization of infrastructure and energy-related fiscal and investment policies in the West African region.
Have in-depth knowledge of policies, strategies, initiatives and action plans in the field of mining, geology and natural resources,
Have in-depth experience in the mining and geological sector, including interactions with governments, civil society, the public and private sectors, local communities and other stakeholders working in this sector.
Have in-depth knowledge of the energy policy framework for the energy sector, between the Commission, subregional institutions and other regional economic communities.
Main Competencies for ECOWAS:
Have strong leadership experience in building strategic partnerships, collaboration and consensus building with multiple internal or external stakeholders on complex issues, within a multidisciplinary government or international organization.
Have a good knowledge of the mandate, the ECOWAS strategic plan/priorities and the state/economic, political and social trends of the Member States, with regard to their own scope.
