The consultant will:


Preparation of a base document
Produce an initial draft ("base document") that compiles and integrates all relevant references, that will serve as the foundation for consultations and will articulate the rationale, objectives, and expected outcomes of the project.
Facilitation of consultations
Facilitate consultation rounds, either in person, virtual or through written exchanges, with parliamentary delegations, technical secretariats, and institutional partners.
Provide brief summaries of consultation outcomes, including key comments, areas of consensus, and proposed revisions.
Integration of feedback and preparation of final outputs
Incorporate all received inputs and produce a revised and consolidated version of the document ("final draft")
Prepare a concise explanatory note / presentation document summarizing the rationale, consultation process, and main elements of the final draft, suitable for presentation to stakeholders and decision-makers.
Submit both the final draft and the explanatory document in editable and publication-ready formats.


Qualifications/special skills


An advanced university degree (master's or equivalent) in Environmental Law is required.
A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
A minimum of two (2) years of professional experience in areas related to environmental law is required.
Work experience on environmental rights, right to participation, public information and access to justice is desirable.
Work experience supporting parliamentarians on environmental matters is desirable.
