Terms of Reference (TOR) For Human Resource Services

Introduction

Uganda Society for Disabled Children (USDC) was founded in 1985 Reg. No. INDR3313898NB. It began by providing small-scale welfare help to disabled children and their families, later adopting a Community-Based Rehabilitation (CBR) approach and to date embraces the social model of disability.

At its core, USDC is committed to ensuring that children with disabilities have equal access to healthcare, education, social services, and opportunities for personal development. The organization operates on the belief that every child, regardless of ability, deserves the chance to thrive and reach their full potential.

USDC plays a vital role in providing direct support and services to children with disabilities and their families across Uganda and in humanitarian areas. Through various programmes and initiatives, including community outreach, parent support groups, and capacity-building activities, the organization strives to enhance access to healthcare, education, rehabilitation, and social support services.

USDC is deeply committed to fostering collaboration and knowledge-sharing among stakeholders working in the field of disability rights and services. By convening conferences, seminars, and networking events, the organization creates opportunities for professionals, policymakers, advocates, and families to exchange ideas, best practices, and resources.

Mission statement: USDC exists to promote an inclusive environment that provides appropriate services for children and youth with disabilities.

Objective

These Terms of Reference (ToRs) are developed with the key objective of securing services of an external Human Resource Technical Person/team, as is required by Uganda Society for Disabled Children (USDC) for a period of time that shall be agreed upon.

Scope of Work

The selected service provider will be responsible for:

1. Supporting recruitment and Selection of in-coming personnel: Provide recruitment services for new staff, leveraging their existing knowledge of USDC's policies and procedures.

2. HR Advisory Services: Offer Human Resource management guidance and support to USDC staff on HR-related matters, ensuring alignment with the recently developed HR policies. The provider shall work with an Assistant HR staff at USDC to operationalize especially the areas not being fulfilled.

3. Digital HR Management System: Support USDC implement a digitalized Human Resource Management System (HRMS) that integrates USDC's existing policies and procedures and emerging IIMS to ease the workflows. This aims at easing the burden of our current manual systems, to improve compliance with policies especially that we have lean staffing levels. It is also the desired growth envisaged in our Strategic Plan 2024-2029.

4. Training and Capacity Building: Provide training and ongoing capacity-building for USDC managers at the various levels to fulfil their HR-responsibilities. This may range from understanding including utilizing their expertise in USDC's policies, upon need.

Deliverables

The service provider is expected to deliver:

1. High-quality recruitment services: Work with USDC to provide suitable candidates for USDC's vacancies.

2. Effective HR advisory services: Offer timely and informed HR guidance and support.

3. Digital HRMS implementation: Implement a user-friendly HRMS that aligns with USDC's policies and IIMS.

4. Capacity building: Deliver training programs that enhance USDC staff's HR knowledge and skills.

Requirements

Given the service provider's existing relationship with USDC and familiarity with our policies, we anticipate:

1. In-depth knowledge of USDC's policies and procedures.

2. Seamless integration of HR services with existing systems.

3. Efficient delivery of services, leveraging prior experience.

Timeline

The contract will be for an initial period of 6 months with the possibility of extension based on performance.

Budget

USDC will negotiate a fee structure with the Consultant based on the scope of work and deliverables.

Evaluation Criteria

The following criteria will be used to evaluate the service provider's proposal:

1. Understanding of USDC's needs and existing policies (30%).

2. Methodology and approach to delivering HR services (25%).

3. Expertise and experience in providing HR services (20%).

4. Proposed fee structure and value for money (25%).
