Job Purpose


Responsible for the development of asset acquisition, plans, policy documents, management and optimization of asset as well as acquisition and disposal of asset, specifically focusing on the feasibility and marketing analyses, and decision on optimal acquisition alternative.


Principal Accountabilities

Maintain, Manage & Optimise Facility (Plant, Property, Equipment)


Ensure compliance to OHS Act as the GMR2.1 representative
Maintain SAAT facilities (85 Hectares) & infrastructure and support services agreements to ensure compliance with service levels and budgeted costs
Maintain SAAT Facilities at OR Tambo and Line Stations in accordance to SACAA/EASA/FAA standards and support services agreements to ensure compliance to regulations, and to maximise availability, whilst minimising costs
Ensure Planned Preventative Maintenance plans are approved and executed as per SLA's
Report Facilities Operations and Maintenance KPI's
Manage tenant rental agreements and ensure appropriate billing
Manage utility accounts for SAAT and relationship with authority, and onward billing to tenants
Ensure provision of a call centre to track and monitor maintenance events


Manage optimum service levels from service providers


Manage the SAAT/Service provider's infrastructure and support services agreement with respect to, service levels, costs and legislation.
Implementation and maintenance of appropriate maintenance policies and procedures
To obtain optimum service levels from Service Providers to ensure that SAAT's Facilities & Infrastructure is maintained in accordance with FAA/EASA/CAA requirements


Budget


Control of Budget to ensure services carried out are within budget


Audits


Manage internal audits of the Quality Management System including EASA and SACAA


Procurement


Engage in trend analysis to identify future needs, services required, market offerings and available new products
Identify business requirements and initiate sourcing of suitable suppliers
Participate in the sourcing process (tenders, selection process, etc.)


Facilities Management Master Planning


Develop the Facilities Management Master Plan to incorporate current and future SAAT infrastructure needs
Review and update the Facilities Management Master Plan (3-year Master Budget, etc.)


Maintenance and management of projects


Manage stakeholder relations on Facilities Maintenance projects
Manage and oversee project teams of Facilities Maintenance projects to deliver project objectives
Contribute to project scope definition and scope change control
Oversee the estimation and preparation of cost budget for a project or sub project and monitor and control actual cost against budget
Contribute to the management of project risk within own field of expertise
Develop project schedules to facilitate effective project execution
Manage project communications for a project
Monitor, evaluate and communicate project schedules
Identify, suggest and implement corrective actions to improve quality of project work
Plan, organise and facilitate project meetings and workshops
Conduct project documentation management to support project processes
Provide procurement administration support to a project
Provide assistance in implementing and assuring project work meets quality requirements
Sign off Facilities Maintenance Projects


Decommissioning of Facility


Manage hand over of facilities to landlords


Other Accountabilities & Responsibilities


Building departmental capacity (capability, competence and numbers) to enable achievement of accounting objectives;
Monitoring change management processes by applying change management methodology to reduce resistance to change, optimise buy-in and eliminate any barriers to change for new accounting programmes
Providing effective and adequate support to all managers and staff;
Evaluating, managing and disseminating sensitive information w.r.t staff matters;
Coordinating, compiling and maintaining personal development plans (PDP) for staff; and managing, controlling and ensuring updated divisional Job Description s are kept for all positions within your area of control.


Qualifications & Experience


Matric or equivalent - Essential
National Higher Diploma, B-Tech degree or Bachelor of Engineering degree: (Electrical, Mechanical, Civil Architectural or Industrial Engineering) or any higher Degree eg. Masters level. - Essential


Facilities & Maintenance Management


Any (MRO, manufacturing, Aviation industry experience preferable) 7 - 10 years' experience in an Engineering and Maintenance Management related role within the technical/engineering/built environment, of which 3 years should have been at a management level. - Essential
Project Management
Any (MRO, manufacturing, Aviation industry experience preferable) At least 2 years' experience in Project and Contract management - Essential
