Scope of Work

Coordinate the planning, oversee expenditure tracking and quality assurance for financial transactions in accordance with UN Women rules and regulations and policies and procedures:


Review and/or verify financial transaction/activities including vouchers, advances, reimbursements, travel claims, and corrective adjustments, ensuring full compliance with UN Women financial rules, regulations, policies, and procedures.
Exercise quality control and oversight by validating accuracy, completeness, and compliance of supporting documentation prior to posting and certifying transactions.
Analyze and resolve financial transaction issues (e.g unposted vouchers, budget check failures, and matching exceptions), identifying root causes and coordinating with relevant stakeholders and teams to ensure timely corrective actions.
Monitor the financial expenditures, commitments, and delivery rates across projects and funding sources.
Analyze financial data and trends to identify potential risks, variances, implementation bottlenecks, and provide recommendations on corrective actions to enhance delivery and compliance.


Coordinate financial reporting in the RO in accordance with UN Women rules, regulations, policies and procedures:


Preparation and consolidation of routine internal financial reports, analyses, dashboards, and summaries to inform programme planning, monitoring, and management decision‑making.
Coordinate the month‑end, quarter‑end, and year‑end closure processes, ensuring accuracy, completeness, and adherence to corporate timelines and instructions.
Ensure timely submission of required financial information to HQ Finance and the Virtual Global Service Centre (VGSC).


Coordinate financial management oversight of the Programme Partners:


Oversee and coordinate the tracking, processing, and reconciliation of programme partner advances, expenditures, and liquidations, ensuring alignment with UN Women policies and donor requirements.
Conduct quality review of programme partner financial reports, assessing completeness, arithmetic accuracy, eligibility of expenditures, and alignment with approved budgets.
Identify high‑risk or aged advances and outstanding liquidations, recommend corrective measures, and escalate significant issues to management as required.
Provide technical guidance to programme teams and partners on financial management requirements, reporting standards, and use of correct financial tools and templates.


Coordinate the audit process and compliance in accordance with UN Women rules, regulations, policies and procedures:


Coordinate the pre-audit preparations for financial management ensuring timely availability, organization, and quality of financial documentation and supporting evidence.
Follow up and/or take prompt action to respond to audit and other findings on financial management.
Monitor the implementation of programme partner audit recommendations, with priority focus on aged and outstanding audit findings and recommendations.
Plan and track expenditures and performance audit of financial resources.
Maintain and update financial records, documentation, and filing systems to strengthen audit readiness, transparency and consistency across the region.


Participate in knowledge management and capacity building:


Identify, participate in the development and/or recommend enhancement/updates/improvement of in Quantum financial modules for better business practices and controls in the region. 
Identify opportunities to improve finance workflows, controls, and coordination with programme teams, and contribute to process improvement initiatives.
Capture, synthesize and/or codify lessons learned and best practices in the RO support to strengthen capacity of programme and partner personnel on financial management and reporting requirements.
Contribute to the design of learning tools, best practices and innovations in financial business operational practices and management, promote transparency, ease of communications, hosting of financial documents, and all policies and procedures between all UN Women users.

Minimum Qualifications

Education and Certification:


Master's degree or equivalent in Finance, Accounting, Business Administration, or a related field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.


Experience


Minimum 2 years' experience in finance, accounting, or financial operations with in a large international organization; preferably in the UN system is required.
Financial experience using an ERP financial system is required.
Demonstrated experience in providing financial and budget support to programmes/projects is required.
Demonstrated experience in evaluating and building the capacity of civil society and government responsible partners.
Financial experience of working in a regional or multi-country context is desirable.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable
