Person Specifications (Education, Experience & Competencies)
Bachelor's degree in any of the following disciplines: Commerce, Accounting, Finance, Business Management, Business Administration, or equivalent qualification from a recognized institution;
Member of the Institute of Certified Public Accountants of Kenya (ICPAK) or a relevant professional body;
Proficiency in computer applications.
Shown merit and ability as reflected in work performance and results.
Key Responsibilities:
Implementing policies, strategies, legislation, guidelines, frameworks, norms, regulations, plans, standards and programs on finance, accounting and resource mobilization;
Providing advice and supervision to various functional areas on the budget preparation process;
Preparing the budget for recurrent and development votes;
Implementing budgetary controls and management of financial returns;
Evaluating and scrutinizing expenditure proposals;
Preparing the Medium-Term Expenditure Framework (MTEF) budget for the Agency;
Undertaking expenditure monitoring and expenditure review and forecast;
Ensuring sound financial and accounting principles and controls are applied to all financial transactions of the Agency;
Implementing audit recommendations to improve accounting processes and procedures;
Receiving and analyzing quarterly revenue reports;
Preparing quarterly and annual management and statutory reports;
Identifying and compiling areas of risk in the department;
Developing and implementing business continuity plans; and
Implementing Business Process Re-engineering (BPR).
