Key Responsibilities

Technical and Operational Management


Provide technical fleet and safety support to the Director, Global Fleet Management and Fleet focal points across the Partnership.
Actively contribute to the development of Fleet safety systems, training and change programmes and contribute to the consolidation of fleet operational procedures and protocols.
Support the Operations Manager in engaging National Office and Response Fleet Managers, or staff with fleet management responsibility
Provide the lead in operational fleet management (excellence in execution), develop 'quality assurance and continuous improvement' systems for fleet operation systems and procedures.
Oversee the work of National Office and Response Fleet Managers or staff with fleet management responsibility. Assist National Directors and Response Managers with workforce planning in relation to fleet management.
Seek to develop agile and flexible fleet management operations that focus on delivery at the 'grass roots level', employing appropriate change management techniques when required.
Provide technical advice in the development of driver and fleet safety training and assess safety issues against relevant Health and Safety requirements.
Provide technical advice and support in the investigation and root cause analysis of Road Traffic Accidents (RTAs) involving World Vision vehicles and other breaches of fleet safety policy. Escalate recommendations for risk reduction strategies and actions.


Capacity Building


Contribute to and support the ongoing process of developing and implementation of a global capacity building plan for fleet management based on collaboration with relevant stakeholders
Support the development and implementation of a fleet management and safety training programme - this will include facilitating and conducting training in locations where World Vision operates.


Relationship Management


Develop engagement strategies and operational procedures that cultivate a holistic organisational approach to fleet management.
Work directly with National Office fleet staff to share good practice. Provide cross-functional support and collaboration on joint-initiatives and projects where GFM is a stakeholder.
Build and maintain good relationships at all levels. Regular liaison with Regional SDOs, RSDs, Fleet Managers and other key stakeholders.
Act as a strategic link for the promotion of a positive fleet culture connecting National Offices, Regional Offices, Support Offices and Global Centre. Regularly liaise with WV fleet network on emerging issues and provide analysis on potential impact on WV operations.
Drawing on international experience, explore strategic alliances, actively contribute to internal and external fora (UN, INGO & Fleet Forum), working groups and networks related to wider sector improvement.
Work closely with members of the global Security, Safety & Resilience team promoting mutual learning, support and accountability.


Strategy Development


Contribute to the development and implementation of global fleet management strategies. Ensure fleet management procedures are in alignment with WV Fleet Management, Procurement and Financial policies and international best practice, legislation and regulatory trends.
Develop and supervise the production of operational metrics and reporting to track accomplishments against strategy, inform strategic planning and strategy execution and deliver improved fleet management organisational effectiveness.
Provide SME support to the development and delivery of fleet management and road safety.
Advise relevant stakeholders on emerging fleet issues, particularly as they may impact World Vision safety, operations, or strategy.
Work with internal and external partners to identify emerging fleet related safety risks and assist in the ongoing development of mitigation strategies that are aligned with World Vision Security and Fleet Polices and its Core Security Requirements (CSR).
Identify and implement continuous improvement strategies in collaboration with Fleet Managers, Fleet Focal Points, Finance Managers, Field Operations, and other relevant stakeholders.


Knowledge Management


Participate in the process of continuous learning on international best practice in fleet management and analysis and identify tools and processes that can be implemented into WV operations globally.
Encourage mutual learning on fleet management issues within regions and globally to build a strong evidence base of our work. Facilitate the documentation of best practices towards a fleet management community of practice and centre of excellence.
Assist in the facilitation and coordination of global fleet management information sharing forum/network that promotes the embedding of fleet management into all layers of WV's programmes.


Quality Assurance


Develop and oversee improvement programmes to fleet management service delivery across the Partnership.
Assist in the assessment, development and implementation of global capacity building plans for fleet management.
Identify, share/facilitate access to fleet management tools, resources and materials as well as learning and support opportunities for offices.
Review fleet management performance against agreed standards across operations that promote alignment with WV's Core Security Requirements.
Support and advise Regional & National Offices (including VisionFund offices) in observing the appropriate fleet reporting and standards.


General


Support activities that will enrich and develop World Vision's Core Values;
Practice an inclusive leadership style that will be a role model for the staff team, peers and others
Perform any other tasks assigned by the Operations Manager - Global Fleet Management
Perform Operations Manager duties as and when required.


Knowledge, Skills and Abilities


Minimum of 7 years proven experience in logistics, staff safety or fleet management within a large complex national or international organisation
Proven ability and experience in fleet operational management at a senior level across a large complex international organization, with strong change management experience.
Relevant Tertiary Qualification (Bachelor's Degree or similar) in Logistics, Engineering, Supply Chain, or general Business.
Recognised Industry Qualification in Logistics, Engineering, Supply Chain (or Business Project Management experience).
Suitable transferable qualifications from Military, Government or Private Sector.
Significant senior management experience (8-10yrs) in Humanitarian Operations involving Fleet Management or Logistics would be considered.
Relevant tertiary qualification in logistics, engineering or supply chain or risk management
Proven success in project management with formal project management qualification preferred.
Substantial experience in the creation and implementation of safety programs, fleet management systems, compliance and investigations, training, metrics, reporting and vehicle accident reduction
Experience in either/or the areas of procurement, supply chain, logistics, safety management.
High proficiency in English (written and verbal). Working proficiency in another languages, such as French, in the Africa context would be an advantage.


Travel and Work Environment Requirement


The position requires ability and willingness to travel domestically and internationally up to 35% of the time.
Physical ability to travel and work within high stress environments on occasion.
