The Opportunity – Gaza Health Officer

Post location: Gaza Field Office - SCI PHCCs

Contract Duration and Level of Effort: 6 months.

ROLE PURPOSE:

Under the overall guidance of the Health & Nutrition Programme Manager and direct supervision of the Health Coordinator, the Health Officer will oversee and support the day-to-day implementation of Save the Children’s health interventions in assigned Primary Health Care Centers (PHCCs). The Health Officer ensures delivery of high-quality, integrated, and equitable primary health care services, in line with national MoH protocols and international standards. The role supervises the PHCC team — including medical doctors, nurses, midwives, pharmacists, cleaners, and community engagement workers — to ensure coordinated service delivery and effective linkages with nutrition, MHPSS, and community outreach activities. The Health Officer will also contribute to assessments, programme design, reporting, capacity-building, and coordination with health authorities and partners.

SCOPE OF ROLE:

Reports to: GazaHealth Coordinator.

Staff reporting to this post: Medical doctors, nurses, pharmacists, midwives, and community engagement workers.

Budget Responsibilities: None.

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation and Quality

  • Oversee daily implementation of PHCC health activities and ensure adherence to MoH and SCI protocols.
  • Support provision of quality services in maternal, newborn, child health, and communicable disease management.
  • Ensure the integration of nutrition, MHPSS, and health promotion components in all PHCC services.
  • Monitor infection prevention and control (IPC) practices, triage, and rational drug use.
  • Ensure appropriate referral pathways and coordination with secondary-level facilities.

Monitoring, Reporting, and Data Management

  • Ensure timely collection and verification of service data using MoH and SCI reporting tools.
  • Support data entry into DHIS2/Kobo and contribute to monthly health statistics and analysis.
  • Identify gaps, trends, and challenges, and provide recommendations for improvement.
  • Contribute donor and internal reports, success stories, and case studies.

Logistics and Supplies

  • Identify PHCC supply needs and coordinate with logistics for timely procurement and stock management.
  • Monitor consumption and storage conditions of medicines and medical supplies.
  • Support adherence to proper waste management procedures.

Coordination and Representation

  • Maintain regular communication and coordination with MoH, Health Cluster, and partner organizations.
  • Represent SCI in local coordination meetings when delegated.
  • Promote joint supervision and collaboration with MoH PHCC management.

Capacity Building and Mentorship

  • Identify staff capacity gaps and support implementation of on-the-job training and refresher sessions.
  • Coach PHCC staff on updated MoH protocols, patient safety, and service quality improvement.

Community Engagement and Accountability

  • Support community outreach and awareness activities led by community engagement workers.
  • Facilitate community feedback and ensure compliance with SCI’s Accountability to Affected Populations (AAP) standards.

In order to be successful, you will bring/have:

QUALIFICATIONS AND EXPERIENCE:

Essential:

  • Bachelor’s degree in medicine, Nursing, Public Health, or a related health field.
  • Minimum of 3 years’ experience in primary health care or humanitarian health programming.
  • Strong understanding of MoH systems, health cluster coordination, and Sphere standards.
  • Experience supervising multidisciplinary teams in a clinical setting.
  • Excellent reporting and communication skills.
  • Strong analytical and problem-solving abilities.
  • Fluent in Arabic and good command of English.
  • Strong commitment to SCI’s mission and child-focused mandate.

Desirable:

  • Experience in integrated Health–Nutrition–MHPSS programming.
  • Prior experience with Save the Children or other INGOs in similar contexts.
  • Knowledge of DHIS2, Kobo, and data quality assurance systems.
