Key Responsibilities
Strategy & Leadership: Develop and implement HSE strategies and management systems aligned with ISO 45001, ISO 14001, and NMDPRA guidelines.
Operational Oversight: Lead HSE for high-risk activities including tank farm operations, truck loading, fleet safety, and LPG plants.
Risk Management: Conduct and review HAZOP, HAZID, JSA, and Process Safety Management for storage and fuel handling.
Regulatory Compliance: Ensure 100% compliance with NMDPRA, NOSDRA, NESREA, and Federal Ministry of Environment standards, managing all audits, licensing, and regulatory interfaces.
Incident & Emergency Response: Lead investigations into incidents and near-misses while overseeing emergency response and crisis management protocols.
Sustainability: Drive environmental initiatives, including waste management, effluent treatment, and carbon footprint reduction (e.g., flaring reduction)
Success Measures (KPIs)
Maintaining zero fatalities and a LTIFR < 0.5 per million man-hours.
100% closure of high-risk audit findings within 90 days.
Zero major regulatory fines or operational shutdowns
Qualifications and Experience
Experience: 12 - 15 years of HSE experience in the oil and gas sector, with at least 6 years in a senior leadership role.
Industry Knowledge: A proven track record in downstream operations (tank farms, retail networks, and trucking) across Nigeria is critical.
Education: Bachelor's degree in Engineering, Science, or Environmental Management; a Master's degree is preferred.
Certifications: NEBOSH International Diploma/IGC and IOSH are required. Registration with ISPON/FMESD is highly preferred.
Technical Skills: Expert knowledge of Nigerian environmental laws, process safety, and risk assessment.

Excellent communication and stakeholder management skills for interfacing with regulators.
