Job Summary


The HSE Manager is responsible for establishing, implementing, and maintaining ntel's Health, Safety, and Environment (HSE) framework across all company operations and sites. This is a new role within the organisation, and the successful candidate will be expected to build the function from the ground up — developing policy, embedding a safety-first culture, and ensuring full compliance with applicable Nigerian regulatory requirements.
The HSE Manager will serve as the organisation's primary point of accountability for all matters relating to occupational health, employee safety, environmental compliance, and incident management, and will work closely with Operations, Facilities, and senior leadership to integrate HSE principles into day-to-day business activities.


Key Responsibilities

HSE Framework & Policy


Develop, implement, and maintain a comprehensive HSE management system aligned to Nigerian regulatory requirements and international best practice.
Draft, review, and update HSE policies, procedures, and guidelines, ensuring they are communicated, understood, and applied across the organisation.
Establish HSE performance targets and KPIs, and report on progress to senior management on a regular basis.


Regulatory Compliance


Ensure full compliance with applicable regulations including those of the Nigerian Communications Commission (NCC), the National Environmental Standards and Regulations Enforcement Agency (NESREA), and the Federal Ministry of Environment.
Manage regulatory filings, licences, permits, and returns related to HSE matters.
Stay current with changes in HSE legislation and proactively advise management on implications for the business.


Risk Assessment & Hazard Management


Conduct and coordinate regular risk assessments across all ntel sites and operational activities, identifying hazards and recommending appropriate controls.
Develop and maintain a risk register covering HSE-related exposures.
Implement and monitor control measures to eliminate or reduce risk to acceptable levels.


Incident Management


Establish and manage a robust incident reporting and investigation process.
Lead investigations into accidents, near misses, and unsafe conditions, identifying root causes and driving corrective and preventive actions.
Maintain accurate records of all incidents and produce management reports with trend analysis and recommended interventions.


Training & Awareness


Design and deliver HSE induction and ongoing training programmes for all staff, contractors, and site personnel.
Champion a safety-first culture across the organisation through regular awareness campaigns, toolbox talks, and leadership engagement.
Ensure all staff are aware of emergency procedures and that drills are conducted regularly.


Site & Facilities Safety


Conduct regular site inspections and safety audits across ntel's offices, technical sites, and operational locations.
Oversee contractor HSE compliance, including the review of method statements, risk assessments, and permits to work.
Coordinate with the Facilities team to ensure the working environment meets required safety standards.
Lead and coordinate the design, supply, installation, testing, commissioning, and maintenance of safety and fire protection systems and equipment, including active and passive fire protection systems, PPE, and first aid resources, to ensure equipment reliability and integrity.


Environmental Management


Monitor the organisation's environmental footprint and ensure compliance with applicable environmental regulations.
Develop and implement initiatives to reduce waste, energy consumption, and environmental impact across operations.
Manage the disposal of electronic waste, hazardous materials, and other regulated substances in accordance with NESREA guidelines.


Emergency Preparedness


Develop, maintain, and test emergency response plans for all key sites.
Coordinate with relevant internal teams and external emergency services to ensure readiness.
Ensure first aid resources, fire safety equipment, and emergency signage are in place and regularly inspected.


Qualifications & Experience


Bachelor's degree in Environmental Science, Engineering, Occupational Health & Safety, or a related field.
Relevant professional HSE certification — NEBOSH International General Certificate or equivalent.
Minimum 5 - 8 years of HSE experience, preferably in telecoms, utilities, or a similarly regulated sector.
Demonstrated experience building or significantly developing an HSE function.
Experience managing regulatory relationships such as NCC, NESREA, or equivalent regulatory bodies.
Experience conducting and managing risk assessments across multi-site operations.
Membership of a recognised HSE professional body, such as ISPON, IOSH, or NISP.
Experience managing contractors and reviewing method statements / permits to work.

Knowledge of international HSE standards (ISO 45001, ISO 14001)
Communicates clearly and confidently with staff, management, contractors, and regulators. Builds buy-in for HSE priorities.
Understanding of telecoms infrastructure safety requirements (towers, base stations, generators)
Takes personal accountability for building a function from scratch. Self-directed and not reliant on being told what to do next.
nvestigates incidents and near misses systematically. Identifies patterns and designs interventions that address root causes.
Works effectively across functions — Operations, Facilities, Finance, and HR — to embed HSE principles across the business.
Maintains safety standards even under pressure. Willing to challenge unsafe practices regardless of seniority of those involved.
