Job Purpose

The Position holder will be responsible for the implementation of Human Resources policies and procedures, and the correct administrative management of staff working in the base/area according to HR Manager’s indications and INTERSOS procedures, to ensure legal compliance with local laws.

Responsibilities

HR policies, procedures and reporting

  • Guide and support managers and staff on HR policies and procedures and monitor the implementation of the rules in line with the Internal Regulation and Labor Law
  • Ensure the on boarding process for National Staffs (personnel documents, induction, orientation, etc.)
  • Liaise with the HR Administration Officer and HR Manager to ensure that all contracts, i.e. employment, service, secondment and consultants, comply with INTERSOS policies, national laws and donors’ requirements and are archived

Management of National Staffs

  • Ensure standard HR processes and provide support to line managers and (SMT) on staff’s management
  • Guide and support managers and staff on HR policies and procedures and monitor the implementation of the rules in line with the Internal Regulation, Labor Law and standard INTERSOS policies
  • Apply the decisions of the HR Coordinator and HR Manager on disciplinary measures in his/her area of competence
  • Support the HR Manager and line managers in the performance management process (IRP) and ensure that all National Staffs are properly and regularly evaluated
  • Support the SMT and line managers on staffs management and all HR aspects as required
  • Monitor and promote Duty of Care initiatives for the staff and for their well-being
  • Support the creation and maintenance of a positive work environment
  • Implement the Compensation and Benefits Policy for National Staffs, conducting regular benchmark with other INGOs and actors in the country
  • Ensure that all staff are properly briefed and/or inducted
  • Assist the managers to draw up annual holiday planning and staffs’ shifts in order to forecast HR needs and to ensure HR availability for the project activities

Support, in close coordination with the Staff Development Manager and HR Manager, the managers in detecting training needs through consolidating staff’s performance.

  • results, in properly evaluating people’s performance and in potential identification, and follow up on action plans to improve people capabilities

Recruitment

  • Ensure a fair and transparent recruitment process according to the Recruitment Policy
  • Promote and advertise the job opportunities through the most suitable recruitment channels
  • Ensure that all participants in the recruitment process sign the Conflict of Interests declaration
  • Is responsible to review the CVs and Cover Letters and screen all the applicants according to selection criteria to provide a list of suitable candidates
  • Maintain contact with candidates throughout the selection process to ensure efficiency
  • Is responsible for scheduling interviews and/or tests with applicants who meet the specified criteria for the position as per the recruitment process and in close coordination with the line managers
  • Recommend candidates based on their qualifications and skills
  • Participate in final decision with HR manager and Hiring Manager
  • Conduct reference and background check

Administration

  • Execute administrative, legal related tasks and payroll procedures ensuring that all data related to monthly salary calculation of national employees in his competence are correctly collected (days off, unpaid leaves, sick leaves, overtime, etc.)
  • Enter data into the DB and personal files and keep them up to date to facilitate HR processes management. Is responsible to collect all personnel documents and archive it
  • Update local social security Tax office files to meet legal requirements and duties
  • Make all administrative information available to the staff (posting, meetings, etc.)
  • Support the HR Manager in translating documents into local language. Assists the HR Manager in meetings upon request
  • Prepare and share statistical HR reports as requested

Representation

  • Liaise with local authorities on HR matters upon request of the HR Manager

Accountability and safeguarding

  • Strictly monitor HR management in line with PSEA (Prevention of Sexual Exploitation and Abuse) and Child Protection policies, Conflict of Interests and Internal Regulation.
  • Serve as a focal point for reporting misconduct in the field area.

POSITION REQUIREMENTS

Education

  • Minimum BSc/HND in Human Resource Management, Business Administration, Psychology, International Relations, Political Science, Economics. Master in HR Management desirable or related field.
  • A Certification in Human Resources management is desirable.

Professional experience

  • Minimum 3-5 years in HR Management in humanitarian contexts with INGOs/NNGOs
  • Proven experience navigating the Nigerian labor market and local state-level authorities.
  • Work within the framework of INTERSOS Nigeria’s core values.
  • Act as an ambassador for INTERSOS Nigeria, through professionalism and conduct.
  • Adhere to all INTERSOS policies and procedures both technical and administrational.
  • Undertake and apply learning from appropriate training and development programmes.
  • Essential computer literacy (word, excel and internet)
