Oversight


Prepare annual schedules for inspections of ATSUs
Plan and conduct initial, renewal and surveillance inspections of air traffic service providers
Conduct inspections, follow up on findings and propose enforcement when necessary.
Regulate airspace activities including NASCOM Secretariat duties.


Approvals


Assess service provider documents (e.g. SMS, MOP)
Process applicable certification/ approval
Assess safety assessments and make recommendations
Assist PEL Review Board with assessing Designated Examiner applications
Convene ATS Review Board for evaluation of investigation reports and other ATS-related matter
Process Flexible Use of Airspace applications and respond to CAMU


Administration


Compile monthly reporting
Maintain the ATS Document management system and in line with the records management procedures
Perform job-related administration duties
Handle queries and adhere to SLAs.
Collect traffic movements and incidents statistics for trend analysis and records.


Communications and Safety Promotion


Participate in safety promotion activities (such as workshops, publications and seminars) and SACAA initiatives.
Provide industry feedback to the Manager
Publish safety enhancement information
Maintain up-to-date aeronautical information


Enforcement


Initiate enforcement action(s) for ATS licensing/certification non-compliances and infringements in line with the Enforcement procedure


Liaison and Consultation


Lead the coordination of all stakeholders in respect of the functioning of NASCOM and provide input to the respective ATS forums.
Participate in international and regional meetings and provide feedback to SACAA
Act as a champion for ATS in assigned projects or working groups.


General


Perform any other duties for ANS Department as assigned by the Authority from time to time.


Technical Assistance


Provide training and other assistance to other Aviation Infrastructure sections and SACAA divisions
Provide training to other Inspectors, including from other aviation departments and regional entities


Requirements

MINIMUM REQUIREMENTS


Grade 12
Air Traffic Control License with Aerodrome and Approach (Procedural & Surveillance) rating, or
Air Traffic Control License with Aerodrome and Area (Procedural & Surveillance) rating.


Ideal Qualification:


Instructor's rating, Designated Examiner; Internal Auditing Certificate


EXPERIENCE


7 Years Air Traffic Operations experience
2 Years Experience in Aviation Committees and/or working groups regulation development/ input, Internal auditing/oversight, incident investigation and analysis would be an advantage
