Responsibilities
The Investigator will be responsible for the following duties:
Plan, organize and conduct investigations of alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, or alleged violations of United Nations Regulations and Rules and pertinent administrative issuances, including cases of Sexual Exploitation and Abuse (SEA) and Sexual Harassment.
Establish facts, determine findings and formulate recommendations for corrective measures and related disciplinary and jurisdictional actions.
Draft reports and communications and assist with the review of those drafted by others.
Perform legal research and analysis of evidentiary material gathered for ID/OIOS reports.
Maintain and update ID/OIOS' guidance material based on applicable best practices and legal developments.
Review policy decisions, monitor their implementation and analyse their legal implications.
Advise on operational implications of United Nations jurisprudence and General Assembly resolutions.
Assist in promoting close cooperation with other Divisions within OIOS and relevant offices and departments within the Secretariat and Field Missions.
Participate in briefing and planning conferences with investigations staff and/or members of ID/OIOS.
Support Intake services, which includes responsibility for the ID/OIOS hotline and initiation of new matters, analyzing jurisdictional authority, undertaking preliminary assessments, recommending disposition of matters, and corresponding and engaging with other offices relating to misconduct allegations implicating United Nations Peacekeepers;
Support a centralized ID/OIOS Referral service, which includes, drafting correspondence and compiling supporting documentation for the referral of a matter to the relevant entity, assessment of proxy investigations, responding to requests regarding a referral matter, and ensuring appropriate follow-up with relevant entity on referral outcome;
Perform administrative functions pertaining to the implementation of policies and procedures.
Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
Perform other duties as required.
Work Experience
A minimum of five years of full-time progressively responsible experience in investigatory work is required.
Experience in gathering evidence and its analysis and presentation is required.
Experience with international investigation activities is required.
Experience with an international or multilateral public institution is desirable.
Two years or more of experience in data analytics or related area is desirable.
