Requirements


A relevant degree in Civil Engineering. A post-graduate qualification will be preferred. Registration in good standing with the Engineering Council of South Africa will be preferred


Or;


A relevant post-graduate qualification in Internal Auditing with a Certified Internal Auditor designation. Registration in good standing with the Institute of Internal Auditors of South Africa will be preferred


And:


Minimum of five (5) years proven expertise and experience in the above-mentioned fields at a senior management level,
Minimum experience of three (3) years serving as an Audit Committee member (service in local government preferred),
In depth understanding of the MFMA, Municipal Systems Act and Municipal Structures Act as well as other relevant municipal legislation and regulations,
Preparedness to be subjected to security clearance

Undertake requirements of section 166 of the Municipal Finance Management Act 56 of 2003 as given effect to by the City's Audit Committee Charter whilst upholding the following principles:

Willingness to dedicate time and vigour to Council responsibilities.
Report to Council at least quarterly as outlined in the guiding Circulars published by the National Treasury


Core Competence


Sound knowledge of issues affecting local government as well as service delivery priorities, and, in particular, matters relating to the built environment and service delivery infrastructure.
Sound knowledge and understanding of legislation, regulations, structures, as well as accounting practices and public sector reporting requirements, applicable to local government.
Sound knowledge and understanding of project management, corporate governance and internal control principles.
Sound understanding of the committee position in the governance structure as well as the roles and responsibilities of different assurance providers within the local government assurance universe.
Ability to work constructively with management to achieve continuous improvement within the Municipality.
Display of a professional and ethical approach to duties, including an appropriate commitment of time and effort.
