Overall Responsibilities


Under the supervision of the IT/SCOPE Officer and with the support of the MEAL officer and team leads, the role of IT/SCOPE Assistant oversees the implementation of the SCOPE registration activities in all the Food Security and Livelihood projects in his/her assigned LGA.
The role-holder closely liaises with other LGA Project Officers and SCOPE Registrars to ensure smooth registration of beneficiaries and issuance of SCOPE cards to enrollees at the LGA level.
He/She will be the overall supervisor of the SCOPE registration team and will be responsible for field management, coordination, and regular monitoring of the project at the LGA level.


Main Responsibilities and Tasks
Under the direct supervision of the IT/SCOPE Officer, MEAL Officer, and in collaboration with other collaborators of the projects and of the Base, He/She will:


Supervise SCOPE Registration activities and provide appropriate guidance and oversight in daily field activities in accordance with procedures and requirements.
Ensure compliance with COOPI processes and requirements.
Plan and follow related activities such as registration and distribution of SCOPE cards.
Ensure comprehensive project cycle management, with overall supervision of daily activities.
Ensure that the activity plan is established and implemented in liaison with IT/SCOPE and the M&E officer.
Supervise and train SCOPE registrars, project staff on the SCOPE online/offline system, focusing on efficient planning, coordination, implementation, and monitoring of the project activities.
Participate actively in the monitoring of the project in collaboration with the supervisor, program, and M&E Officer, with a specific attention on the efficiency of the biometric registration system.
Collaborate with related COOPI departments and other implementing partners to identify opportunities for integrated programming, promoting best practices, and developing shared policy approaches.
Prepare and submit all SCOPE project internal and external donor reports.
Performs any other duties as assigned by his/her supervisors in connection with the project.


Training & Capacity development:


Through direct technical assistance provision, support the IT/SCOPE officer in building the capacity of registrars
Provide ongoing technical support and mentorship for the registrars to develop professional and technical competency.
Provide technical feedback on daily, weekly, and monthly registration reports at the LGA level, ensuring that established programme targets and objectives are being met.
Manages and regularly updates the Food Security and Livelihood project SCOPE/digital registration in compliance with the defined project strategy as well as COOPI guidelines.
Total management of the SCOPE/ digital registration equipment, materials, and data at the LGA level.
Manages shared e-registration-related complaints in accordance with guidelines.
Liaises closely with IT/SCOPE Office regarding SCOPE implementation and related issues.
Develops and maintains strong working relationships with all stakeholders - Community support groups, community leaders to enhance multi-sectoral cooperation and coordination.
Participates actively in the monitoring of the project in collaboration with the M&E Officer and assistants, with specific attention to the efficiency of the project.


Coordination & Partnership:


Represent COOPI in relation to the SCOPE unit.
Meet with partners and donor agencies during field visits.
Promote a positive profile of the programme and good understanding among other sectors, partners, and communities about the scope-related activities.
Liaise with formal and informal local authorities to ensure communication and transparency of the SCOPE registration process.
Support in the development of the necessary tools for a fair and transparent beneficiary selection.


Staff Management:


Manages all registration teams directly, including enumerators and SCOPE registrars
Hold regular meetings with the project management team to plan and address any concerns and share feedback regarding SCOPE registration activities.
Maximise all SCOPE process security, in liaison with the security officer, for both staff and beneficiaries.
Report all security incidents or relevant information to the IT SCOPE Officer and the Security Officer.


Experience and Skills


Minimum of 2 years of relevant professional experience working in a humanitarian organization or with displacement affected populations.
Have facilitated/ co-facilitated psychosocial support trainings to key stakeholders that include refugees, internally displaced persons (IDPs), security, local and community leaders with excellent command of trainees in relevant fields.
Experience in capacity building of staff and or case managers in mental health and psychosocial support.
Basic understanding of trauma and how to help participants manage the effects of trauma that often arise during workshops due to their personal experience of societal violence.
Demonstrate leadership skills, active listening skills, initiative and personal discipline, etc.
Have good computer skills and mastery of MS Office tools.
