Job Purpose


The Logistics Officer will oversee and coordinate the end-to-end movement of construction materials, heavy machinery, equipment, and personnel across various project sites.
This role focuses on optimizing supply chain efficiency, ensuring regulatory compliance for imports/exports, and minimizing transit delays to keep large-scale construction projects on schedule and within budget.


Key Responsibilities
Fleet & Equipment Coordination:


Coordinate the mobilization and demobilization of heavy construction equipment (e.g., excavators, cranes) and materials to multiple project sites.
Schedule and monitor daily dispatches, ensuring optimal vehicle utilization and fuel efficiency.
Manage relationships with third-party transport vendors, marine logistics providers (if applicable, e.g., barges/jetties), and freight forwarders.


Material Tracking & Inventory Control:


Track shipments in real-time from suppliers to the central warehouse or directly to site locations.
Collaborate with Site Storekeepers to reconcile received materials against Waybills and Purchase Orders (POs).
Monitor inventory levels of critical project materials (e.g., steel, cement, pipes) to prevent stockouts or project downtime.


Customs & Regulatory Compliance:


Handle clearing and forwarding documentation for imported construction machinery and specialized materials.
Ensure full compliance with local and international transport regulations, customs duties, and port authorities.
Obtain necessary permits for oversized cargo or heavy-duty haulage on public roads.


Cost Optimization & Reporting:


Analyze logistics expenditures and implement cost-saving measures without compromising delivery timelines.
Prepare weekly and monthly logistics performance reports (e.g., delivery turnaround times, transit damages, fuel consumption).
Review and verify logistics-related invoices (freight, demurrage, clearing fees) for accuracy before processing payment.


Key Performance Indicators (KPIs)


On-Time Delivery (OTD): % of materials and equipment delivered to sites on schedule.
Demurrage & Detention Cost: Minimization of port and container storage fines.
Logistics Budget Variance: Keeping transport and clearing costs within the allocated project budget.
Vendor Performance: Compliance of 3PL providers with agreed Service Level Agreements (SLAs).


Job Requirements & Qualifications
Experience & Education:


Education: Bachelor's degree in Supply Chain Management, Logistics, Business Administration, or a related field.
Experience: 1 - 3 years of active logistics experience, specifically within the construction, oil & gas, or heavy engineering sectors.
Professional certification in Logistics (e.g., CILT, CIPSM) is an advantage.


Technical Skills:


Proficiency in Enterprise Resource Planning (ERP) software (e.g., SAP, Oracle, or Microsoft Dynamics).
Strong command of MS Excel for data tracking and cost analysis.


Soft Skills:


Excellent negotiation and vendor management skills.
Ability to work under pressure and make quick decisions in a fast-paced environment.
Strong communication skills to interface effectively with site managers, suppliers, and clearing agents.
