1. Background
Global Rights, in collaboration with the Office of the Speaker of the House of Representatives, is implementing a project supported by the Ford Foundation aimed at strengthening democratic governance through structured and inclusive citizen engagement in legislative processes. The project promotes participatory democracy through multiple interventions such as conducting a radio edutainment awareness campaign “Your House” which focuses on the workings and functions of the legislative arm of government at both the state and federal levels of government; producing a citizen engagement toolkit, facilitating a citizens’ roundtable with House leadership, and hosting issue-based town hall engagements.
The long-term goal of this project is to foster transparency, accountability, and active participation in governance by enhancing citizens’ engagement with the legislature, particularly the House of Representatives, and to bridge the gap between citizens and their representatives by bringing the legislative process closer to the people.
As part of its Monitoring, Evaluation, and Learning (MEL) framework, Global Rights seeks to track the influence of citizen engagement on legislative processes, documented feedback loops between citizens and lawmakers, and assess overall effectiveness in strengthening democratic participation. In line with Ford Foundation’s commitment to advancing social justice, civic space, and accountable governance, Global Rights seeks to engage a consultant to conduct this assessment and produce a public-facing Impact Report capturing key findings, evidence of legislative influence, and lessons learned.
2. Objective of the Consultancy
The objective of this consultancy is to assess and document the measurable and qualitative impact of citizen engagement activities on legislative processes and produce a publication-ready Impact Report that captures key findings, transformative changes, and strategic lessons.

All intellectual property rights arising from the consultancy will be the property of Global Rights. The research team will not disclose or use any confidential information obtained during the consultancy for any other purpose without the written consent of Global Rights.
7. Confidentiality and Ethical Considerations
The research team will ensure that all data collected during the consultancy is treated with the utmost confidentiality and in accordance with ethical principles. In particular, the team will obtain informed consent from all participants before collecting any data and will ensure that data is stored securely and only accessible to authorized personnel. The team will also comply with any relevant legal and ethical standards and will report any ethical concerns or violations to Global Rights immediately.
