Job Summary

To provide leadership in the development, implementation and oversight of the Company's Monitoring and Evaluation framework to ensure effective tracking of performance, impact, and outcomes of strategic initiatives, programs and projects. The role ensures delivery of projects within scope, cost, quality and timelines through robust performance monitoring, evaluation and reporting mechanisms.

Job Description

Duties and Responsibilities


Oversee monitoring and evaluation of the Company's project portfolio to ensure delivery within approved scope, cost, schedule, quality, and performance parameters.
Provide assurance on implementation of projects through performance tracking against approved objectives, milestones, and key performance indicators.
Lead the development and implementation of project performance measurement systems, dashboards, and reporting mechanisms to enhance visibility, accountability, and decision-making.
Lead the integration of Monitoring and Evaluation frameworks with corporate planning, performance management, budgeting, and reporting processes.
Oversee the preparation and consolidation of project performance reports, evaluation findings, and management briefs for Executive Management, Board Committees, and other stakeholders.
Direct the design and implementation of project and program evaluation frameworks, including baseline, mid-term, end-term, impact, and post-implementation reviews.
Ensure assessment of project outcomes, effectiveness, efficiency, sustainability, and value-for-money to support continuous improvement and informed investment decisions.
Oversee benefits realization tracking to ensure projects deliver intended strategic, operational, and financial outcomes.
Provide oversight of contract performance management frameworks to ensure efficient contract administration, compliance, and delivery of contractual obligations.
Oversee the management of contract claims, variations, disputes, and works valuation processes while safeguarding organizational interests.
Ensure implementation of project controls and project assurance mechanisms to strengthen governance, transparency, and accountability in project execution.
Oversee identification, assessment, monitoring, and reporting of project risks and mitigation measures across the project portfolio.
Promote efficient utilization of capital investments and resources through value engineering, cost optimization, and continuous improvement initiatives.
Lead initiatives aimed at improving project delivery efficiency, operational effectiveness, and organizational performance.
Build and maintain strategic relationships with government agencies, regulators, development partners, contractors, consultants, and other stakeholders on matters relating to project monitoring and evaluation.
Facilitate stakeholder engagement, performance review forums, and cross-functional coordination mechanisms to strengthen project execution and accountability.
Provide leadership, coaching, mentorship, and performance management to staff within the division to promote a high-performance culture and succession development.
Foster a culture of results-based management, innovation, accountability, continuous improvement, and ethical conduct across the function.
Champion compliance with applicable laws, regulations, corporate policies, standards, and industry best practices relating to project governance and performance management.


Person Specifications


Bachelor's degree in Engineering (Mechanical/Mechatronics/Electrical/Civil), Economics, Statistics, Project Management, Quantity Surveying, Monitoring & Evaluation, Finance, Business Administration or equivalent qualification from a recognized institution.
Master's degree in Project Management, Monitoring & Evaluation, Business Administration, Strategic Management, Engineering Management or its equivalent qualification from a recognized institution.
Minimum twelve (12) years of relevant work experience with at least five (5) years in a management role.
Professional certification in Project Management, Monitoring & Evaluation, Project Controls or Contract Management is an added advantage.
Registration with relevant Professional Body in good standing
Membership of relevant professional Kenya in good standing
Leadership Course lasting not less than four (4) weeks from a recognized institution;
Fulfilled the requirements of Chapter Six of the Constitution.
