Brief Role Description
The Monitoring, Evaluation, Accountability, Research and Learning (MEARL) Officer will be responsible for designing and implementing systems to track, assess, and improve the impact of F-CASD's programs. This role ensures that projects are evidence-driven, accountable to stakeholders, and continuously learning to enhance climate action and sustainable development outcomes. The position requires strong analytical skills, attention to detail, and the ability to translate data into actionable insights.
Responsibilities
Develop and implement MEAL frameworks, tools, and methodologies aligned with F-CASD's mission and donor requirements.
Monitor project activities and outputs to ensure alignment with objectives and performance indicators.
Conduct evaluations and assessments to measure project outcomes and impact.
Establish accountability mechanisms to ensure transparency and responsiveness to beneficiaries and stakeholders.
Facilitate learning processes by documenting best practices, lessons learned, and innovations.
Prepare high-quality reports, dashboards, and presentations for management, donors, and partners.
Provide training and technical support to staff on MEAL systems and practices.
Ensure compliance with data protection regulations and ethical standards in monitoring and evaluation.
Collaborate with program teams to integrate MEAL findings into project design and decision-making.
Stay updated on emerging trends, tools, and best practices in MEAL and sustainable development.
Qualifications and Requirements
Bachelor's degree in Monitoring & Evaluation, Statistics, Development Studies, Environmental Science, or related field; Master's degree preferred.
3 - 5 years of experience in MEAL roles, preferably within NGOs, foundations, or development organizations.
Strong knowledge of monitoring and evaluation methodologies, accountability frameworks, and learning systems.
Excellent analytical, communication, and interpersonal skills.
Proven ability to design and manage MEAL systems and ensure data quality.
Ability to handle sensitive and confidential information with discretion.
Proficiency in data analysis software (Excel, SPSS, STATA, R, or similar), visualization tools (Power BI, Tableau), and Microsoft Office Suite.
